- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60071 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. Delivery and acceptance will be at Bethesda, Maryland. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health has a requirement for :TYPE: UPRIGHT, IN VIVO TWO PHOTON LASER SCANNING MICROSCOPE(QUANTITY 1): LOW DISPERSION (NO DISPERSION PRECOMPENSATING/PRECHIRPING NEEDED FOR EFFICIENT 2P EXCITATION WITH PULSE WIDTH 100-140 FS AND AVERAGE POWER 0.5 W) EPIFLUORESCENCE TWO GAASP PHOTOMULTIPLIER TUBES EXCITATION FILTERS SLIDER/WHEEL FOR EACH PMT (STRONGLY DESIRABLE BUT NOT REQUIRED) C-MOUNT FOR CCD CAMERA (STRONGLY DESIRABLE BUT NOT REQUIRED) MOTOR DRIVEN BASE AND STABLE SPECIMEN (DESIRABLE BUT NOT REQUIRED) PRECOMPENSATION OPTICS AS AN OPTION THAT CAN BE BYPASSED (DESIRABLE BUT NOT REQUIRED) SOFTWARE: SIMULTANEOUS ACQUISITION FROM BOTH PMTS ROI SCANNING ?CYCLE? MODE (PRESET PROGRAM SCANNING) OUTPUT FILES IN TIFF FORMAT INTEGRATED SOFTWARE CONTROL OF LASER AND DETECTOR (DESIRABLE BUT NOT REQUIRED) USER FRIENDLY (DOES NOT NEED MORE THAN ONE DAY OF TRAINING TO OPERATE) The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements (2) ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
