Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement is for full and open competition. Offutt AFB intends to issue Memorandum of Agreement (MOA) at no cost. STATEMENT OF WORK I. Requirements A. Website: The Offutt AFB Guide will be primarily designed as a user friendly, Web-based, publicly-hosted site. The contractor will build, host and maintain the site per guidance from and approval of Public Affairs. The site will contain only information provided or approved by Public Affairs. Advertisements, sold by the contractor, will be indexed in a useable directory available as a navigation menu on the side of any Web pages. Public Affairs will provide updates to the contractor at least quarterly to post to keep the site current. Changes will be posted by 10am the next business day to ensure accuracy and currency of the information. The contractor will be able to add advertisements throughout the period of the contract and incorporate them into the index. B. Printed Material: (1) Guide: The Offutt AFB Guide will also be made available as a printed product. The information from the Website will be formatted and indexed similarly to the way it is presented on the Web, including ads. All advertisements will be indexed in a useable format to enable readers to easily find resources. The printed guide will also include an Offutt AFB map and telephone directory. The guide will be printed every two years. (2) Base Map: In addition to the maps included in the printed guide, the contractor will also produce and provide Public Affairs with 15,000 Offutt AFB maps in tear-sheet format. The maps will be printed in grayscale and produced on at least 20 lb paper. The Public Affairs office will furnish an approved map. The final appearance and any changes must be approved by the Public Affairs office. The map will be printed every two years. (3) Telephone directory: The Contractor will also produce an Offutt AFB telephone directory. The Public Affairs office will provide an approved telephone directory. The final appearance and any changes must be approved by the Public Affairs office. The Contractor will use only the Public Affairs provided and Air Force-directed disclaimers on the cover of the directory. The Contractor can sell advertisements for inclusion in the base telephone directory. The telephone directory will be printed every two years. II. General Provisions A. This agreement provides for the contractor to produce and host an Offutt AFB Guide Web page and produce and publish a printed base guide, base map and base telephone directory. The Offutt AFB Guide (Web and printed) is a civilian enterprise product produced to provide Air Force personnel information about the mission of their command; command, installation or community services available; local geography and history; and other related newcomers information. This product is subject to the requirements of Department of Defense Instruction 5120.4; Air Force Instructions (AFI) 35-101, and the regulations and instructions incorporated therein by references, and to the conditions and agreements as contained in the contract. B. The contractor agrees to use the name Offutt AFB Guide, which is owned by the Government, and no other name, on both the Web site and printed guide during the life of the Memorandum of Agreement (MOA), unless directed otherwise by the Public Affairs officer. The contractor further agrees not to contest ownership by the Government of the foregoing name or to make any use directly or indirectly of that name or a name confusingly similar to that name on any product it may independently produce. C. Each product shall carry the following disclaimer in type not smaller than six points: ?Produced by (name), a private firm in no way connected with the U.S. Air Force, under exclusive written contract with the 55th Wing Public Affairs office. This civilian enterprise Air Force (Web site or printed guide) is an authorized product for members of the U.S. military services. Contents of the Offutt AFB (Web site or printed guide) are not necessarily the official views of, or endorsed by, the U.S. Government, DOD, or the Department of the Air Force.? ?The appearance of advertising (on this Website) or (in this product) does not constitute endorsement by DOD, the Department of the Air Force, or (name of commercial publisher) of the products or services advertised.? ?Everything advertised (on this Web site or in this publication) shall be made available for purchase, use, or patronage without regard to race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation, or any other non-merit factor of the purchaser, user or patron.? ?Editorial content is edited, prepared, and provided by the Public Affairs office of the 55th Wing. All photographs are Air Force photographs unless otherwise indicated.? D. Any links on the Offutt AFB Guide Web site to non-federal, state, or local government Web sites shall be reviewed and approved by the Public Affairs office. E. The printed guide?s masthead may contain the names and editorial titles of military and civilian members assigned the duty of preparing the publication?s content. If used, the names and titles shall be listed in a section of the masthead entitled, ?Offutt AFB Editorial staff.? F. Material to use in designing editorial and photographic content pertaining to the Web site and printed guide will be submitted by the Public Affairs office of Offutt AFB. The Public Affairs officer must approve all other and final editorial material, including information about the local area and state. III. Public Affairs Requirements. The Public Affairs Office shall: A. Furnish or approve all editorial materials, headlines, cutlines, photographs and line art related to information concerning Offutt AFB for use on the Web site or in the printed guide. The Public Affairs officer assumes responsibility for the release authority and accuracy of content provided. B. Provide the Contractor with an outline of the Public Affairs office?s vision and content for the Web site. C. Guarantee first publication rights and distribution rights of the editorial content in the product(s). D. Specify or approve design and layout of the Web site, and printed editorial content, and may specify advertising layout to enhance communications effectiveness of the product(s). E. Review advertisements prior to production to identify any that are contrary to law, DOD or Air Force directives. F. Be responsible for final proofreading of all material, checking for accuracy and public release authority of content on the Web site and in the printed guide. G. The Public Affairs office shall meet with the contractor often during the development of the Web site to ensure Public Affairs? conceptual and organizational vision for the Web site is on track. H. The Public Affairs office will be responsible for distribution of the printed guides, maps and telephone directories once they are delivered to Offutt AFB by the Contractor. IV. Contractor Requirements. The contractor shall: A. Comply with provisions of DOD Instruction 5120.4 and all provisions and requirements as contained herein. Copies of instructions may be obtained through the base contracting office. B. Apply for and register the domain name for the Web site. The preferred domain name is www.OffuttAFBGuide.com. However, if that domain name is not available, the Contractor will coordinate with the Public Affairs office for approval of the final domain name. C. Use only the editorial material by the Public Affairs office and obtain Public Affairs approval for any photography or art not provided by the Public Affairs office. D. Meet with the Public Affairs office as requested during the development of the Web site to ensure Public Affairs? conceptual and organizational vision for the Web site is on track. 1. At the development meetings, the Contractor?s Web developer shall provide Public Affairs will updates of the Web site and work with the Public Affairs representative to implement the Public Affairs vision and requirements for the Web site. 2. The Contractor shall make access to the development Web site of the Offutt AFB Guide available to the Public Affairs office as requested to conduct reviews and provide feedback to the Contractor. E. Furnish the Public Affairs office with galley proofs of all editorial copy and pages to be used in the printed guide not later than 60 days prior to final publication. F. Furnish the Public Affairs office galley proofs of all advertising to be used in the printed guide not later than 60 days prior to publication of the printed guide. G. Solicit all advertising. Ensure that when selling advertising, the contractor makes prospective advertisers aware that the Web site and printed guide are unofficial products. Any letters or brochures designed to procure the sale of advertising space on the Web site or in the printed guide will state that it is an unofficial publication. The Public Affairs office will approve any procurement letter or brochure before it is distributed or used. H. All photos on the Web site are to be in color. Photos at a minimum of 25 percent of pages in the guide will be in color. Map inserts and tear-sheets will/will not be in full color. Telephone directories will be printed in black and white (list exceptions here). I. Ensure that the printed guide will be perfect bound and the cover is on chrome coat card stock. As a minimum, the editorial pages must be on 80-pound coated card-stock paper. J. Ensure there is a process in place to guarantee the Web site will again be available for customers within 48 hours of any technical issues or problems with the site. V. Advertising: A. Neither the contractor nor his or her representatives shall solicit advertisements in the name of Offutt AFB or the Department of the Air Force. Active duty military and civilian personnel are prohibited from soliciting, endorsing, or accepting payment for advertisements. B. The contractor shall not accept for publication advertisements that are worded or phrased to give the reader the impressions the Department of the Air Force in any way endorses, guarantees or sponsors any product or service. Advertising that discriminates or implies discrimination against any person because of race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation or any other non-merit factor of the purchaser, user or patron shall not be carried. If a violation or rejection of this equal opportunity policy by an advertiser is confirmed, the contractor shall refuse to print advertising from that source until the violation is corrected. C. The contractor shall not enter into exclusive advertising agreements with any firm, broker, or individual. VI. Cost: A. All proceeds from the sale of advertisements for the Offutt AFB Guide Web site, printed guide, map or telephone directory belong to the contractor, who agrees to look exclusively to such advertising sales for all production and publishing costs and profits, if any. B. The contractor agrees to bear all costs and expenses of producing and publishing the Offutt AFB Guide web site, printed guide, map and telephone directory. It is expressly agreed that neither the United States, the commander, his or her representatives and successors, nor Offutt AFB shall be liable for any expenses or obligations incurred in producing the Offutt AFB Guide Web site or publishing the printed guide. The Contractor also agrees to bear the cost of requesting and securing a domain name for the Web site and all costs associated with maintaining that domain throughout the life of the contract. C. No appropriated funds of the United States shall become due or paid to the contractor by reason of this contract. D. The contractor shall not be required to pay money to Offutt AFB, or to provide goods, services or considerations not directly related to producing and publishing the Offutt AFB Guide Web site, printed guide, map or telephone directory. VII. Publication and Distribution: A. The Offutt AFB Guide Web site and printed guides shall be made available to the public by 15 March 2007. The contractor shall furnish the Public Affairs officer 2,000 copies of the printed base guide, 15,000 base map tear-sheets and 4,000 separate telephone directories. The Public Affairs Officer may change the number of copies to be furnished when necessitated by significant increases or decreases of military and civilian personnel needs at Offutt AFB. B. Copies of the Offutt AFB printed guide, map and telephone directory become the property of the Department of the Air Force upon delivery at Offutt AFB. C. The contractor shall not make distribution outside the intended audience of Offutt AFB. The contractor may provide a copy of the printed Offutt AFB Guide to an advertiser whose advertisement is carried therein, or a potential advertiser, after removing the telephone directory portion. The Contractor will not deliver or provide copies of the telephone directory to anyone outside the intended audience at Offutt AFB. D. No civilian enterprise materials or supplements shall be distributed with this publication without the written approval of the Public Affairs Officer or his or her authorized representative. E. The contractor shall be responsible for initial delivery and all cost associated with delivery to not more than six Offutt AFB locations directed by the Public Affairs office. VIII. Contract Terms: A. This MOA, unless sooner terminated as herein provided, shall run for a period of one year commencing on (award date). This MOA may be extended by mutual agreement on a two-year basis for a total period not to exceed six years. The first publication of the printed Offutt AFB Guide and debut of the Web site shall be not later than 15 March 2007. B. This MOA may be terminated by the contracting officer prior to its expiration whenever the products and services to be provided by the publisher hereunder fail to comply with the provisions hereof, and the publisher, after written notice from the contracting officer of such failure, fails to correct same within a reasonable time. Offutt AFB shall not be obligated to renew this contract. C. The contracting officer, by written notice, may terminate this agreement, in whole or in part if the services contracted for are no longer required by the government. D. This MOA may be modified or terminated at any time upon agreement of the offeror and approval of the Contracting Officer. If either party becomes unable to fulfill its obligations under this MOA or elects not to fulfill them, the non-performing party must give 30 days written notice of its intent to terminate. THE CONTRACTOR MUST BE REGISTERED IN CENTRAL CONTRACTOR REGISTRATION (CCR) AS WELL AS ONLINE REPRESENTATIONS AND CERTIFICATIONS APPLICATION (ORCA) PRIOR TO AWARD. IF NOT ALREADY REGISTERED IN CCR, GO TO WWW.CCR.GOV TO REGISTER PRIOR TO SUBMITTING QUOTE. IF NOT ALREADY REGISTERED IN ORCA, GO TO WWW.ORCA.BPN.GOV TO REGISTER PRIOR OT SUBMITTING QUOTE. NO PARTIAL QUOTES WILL BE CONSIFERED. NO PARTIAL AWARDS WILL BE ALLOWED. The following clauses apply to this solicitation: Options are going to be incorporated into any agreement which the Government may extend the term of any agreement by written notice to the contractor within thirty (30) days; provided the Government shall give the contractor a preliminary written notice of its intent to exercise the option at least 60 days before the agreement expires but at the end of each year, a meeting must be scheduled by the Public Affairs Office with Contracting and the contractor to discuss any changes within the Statement of Work. Agreement Modifications of any changes to the Statement of Work or other terms and conditions of the agreement shall be made by written agreement modification signed by both parties. There will be a Industry Day on 12 Sept 06 at 10am CST. The Industry Day will be held at Bellevue Welcome Center located at the northwest corner of HWY 370 and Fort Crook Rd. Industry Day Site visit at the Bellevue Welcome center Q: Public Affairs staff?s role in the project? A: Public Affairs staff will assist in providing raw information to the contractor to write content then design and produce the base guide website, the printed base guide, the telephone directory and base maps. Public Affairs will provide the map and telephone directory contents. These cannot be altered without approval from Public Affairs. Public Affairs will coordinate and approve all proposed content and design. Q: What events do we want to put into the base guide? A: We would like to see everything needed for newcomers to get settled on base and in the local community. We are not looking for the traditional template but rather, as an example, possibly an annual calendar of area events. Q: Timeline with the product online by March 15, 2007. Is there any leeway? A: The Selection Criteria states that the Web site and Guide are to be delivered and available by March 15, 2007. If that date cannot be met, state that fact. You will still be considered but the Ability to Meet Requirements score may be lowered. Q: Are there restrictions on Advertisements? A: The answer is stated in Section V. Para B. of the Statement of Work: The contractor shall not accept for publication advertisements that are worded or phrased to give the reader the impressions the Department of the Air Force in any way endorses guarantees or sponsors any product or service. Advertising that discriminates or implies discrimination against any person because of race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation or any other non-merit factor of the purchaser, user or patron shall not be carried. Q: What about casino advertisements? A: Casino advertisements are permitted as long as they are generic in nature and adhere to the guidance of Section V. Para B. of the Statement of Work. Q: What about the advertisement TAG on TV any advertisement like that? A: As previously stated, advertisements are permitted based on guidance outlined in Section V. Para B. of the Statement of Work. However, advertisements can be refused based upon their impact on good order and discipline as determined by the wing commander. Website: Do you need the website to be similiar to the current website you have? (No, we currently do not have a website for our base guide) Base Directory: 1. How many pages? (Depends on Ad sales but approximately 20-30 pages for our content) 2. Color or Black and white? (Our minimum requirement is B/W) 3. Is the Quantity 15,000? (The SOW is for 2,000 guides, 4,000 telephone directories and 15,000 tear sheet maps) 4. What size is the directory? (8.5 x 11 inches) Map: 1. What size is the map? What size does it need to be folded down to?(8.5 x 11 inches. It doesn?t need to be folded down but in a tear sheet format) Telephone Directory: 1. How many pages? (Depends on Ad sales but our content requires approximately 40 pages) 2. Color or Black and white? (Our minimum requirement is B/W) 3. Is the Quantity 15,000? (The SOW is for 2,000 guides, 4,000 telephone directories and 15,000 tear sheet maps) 4. What size is the directory? (8.5 x 11 inches) Will you be provided the files already designed or will we be doing the design on the base guide, map and phone book? (We will provide the information for the base guide and you will design it. We will provide the map and you will print it. We will provide the telephone directory section already formatted for print.) 1) Can the maps be inserted "loose" into the Guide or do they need to be perfect bound? A. There is no specification as to the map being bound or inserted loosely in the printed base guide. State specifically what you intend to do or provide a range of options. 2) Can the telephone directory be inserted "loose" into the Guide or does it need to be perfect bound? A. There is no specification as to the telephone directory being bound or inserted loosely in the printed base guide. State specifically what you intend to do or provide a range of options. 3) There are three maps in the current Guide it appears there will be only one map of the base in the new Guide - yes or no? A. Two of the three maps (local and regional) in the old guide were above and beyond the requirements in that guide?s Statement of Work. We are requiring only the base map for the new guide. Any other map would be part of your proposal. 4) The specifications laid out for the Guide under Section IV, letter I indicates "Ensure that the printed guide will be perfect bound and the cover is on chrome coat card stock. As a minimum, the editorial pages must be on 80-pound coated card-stock paper." Following our discussion on Sept. 12, 2006, it was indicated that different paper weights and stock were open for discussion - is that still true? A. Yes. Specify what you intend to offer and include samples with your bid proposal. 5) Is there a chance that the contractor for the new Guide can receive electronically the editorial content from the current Guide so it may be updated without retyping all the information? A. Yes, we can provide electronic copies of the current base guide but please note that any editorial material in the current guide will need to be extensively rewritten. 6) Will you please send a copy of DOD Instruction 5120.4 so we can ensure our compliance? A. It can be downloaded at www.dtic.mil/whs/directives/corres/html/51204.htm. We will also send you a copy.
