- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description Army Contracting Agency, The Americas has requirement for Surveillance System to include three (3) thermal imagers and three (3) high resolution day/night cameras. System Characteristics and a list of components are provided. All items are Name Brand or Equal. This requirement is unrestricted; NAICS code 334220; Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. Prospective contractors shall be registered in the Central Contractor Regis tration (CCR). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, Effective 04 Aug 2006 & Class Deviation 2005-o0001 and DCN 20060814. This announcement constitutes the only solicitation; qu otes are being requested and a written solicitation will not be issued. Thermal Un-cooled Cameras A.1. Three (3) Un-cooled Thermal Image Day/Night Cameras with the capability to accept a variety of different motorized lenses from 25MM to 180MM DFOV. Lens selection is as follows 1-25MM, 1-50MM and 1-75MM motorized lenses. The lenses will incorporate an environmental coating, which will protect the optics from harsh environmental elements. A.2. The cameras are to be provided in the NTSC 60Hz field rate real time format. The camera is to be incorporated in a ruggedized weatherproof enclosure. The camera must use RS-422 protocol and have contact closure control interface. The cameras will b e mounted on a 360-degree PTZ (Pan/Tilt/Zoom) assembly. The mounting assemblys will be 3 parapet wall mounts with optional pole mount brackets. A.3. The camera must provide both analog and digital video outputs and the camera must have a spectral response of 7.5-14 Microns an array size of 320 X 240. The camera must have the capability of white hot/black hot reverse image polarity. A.4. The dynamic operating temperature range must be between 20C to +50C. The camera must be able to withstand extreme operational environmental conditions such as salt, fog, sand, hurricane conditions. Components must be hermetically sealed and be able to operate in explosive environments. B. Day/Night color/B&W PTZ (Pan, Tilt, Zoom) Cameras. Three (3) Day/Night PTZ 360 degree units enclosed in an environmental housing, the RS-422 control protocol will be utilized. The cameras will have a minimum zoom ratio of 22X and a LUX rating of .0008 in the B/W night mode. The cameras must have an image resolution of no less than 520 lines in the daylight color mode. Mounting brackets will be parapet wall type with optional pole mount adaptors. C. Fiber Optic communications and system characteristics. C.1. Each camera location will utilize single mode fiber optic communications with 2 video 2 data and one contact closure connections and a primary electrical source of 120V/AC. All power supplies and support equipment such as surge suppressors, fiber mo dules etc. will be enclosed in a NEMA 4 rated stainless steel enclosure to be located at the base of each camera location. Communications will transit to a head-end location. C.2. The head-end system will consist of a small cross point matrix switch with at least 48 inputs by 16 outputs. Digital video recording is required for the initial 6 cameras with a real time recording frame rate of at least 30 FPS per camera. A total o f eight 20 high resolution flat-panel color monitors (VESA compliant) are specified but not as part of this requirement.
