- The United States Special Operation Command (USASOC) has a requirement for class instruction concerning social psychology, specifically concerning the area of advanced influence techniques. The specified training enables PSYOPS officer students to become more effective as influence agents seeking to modify behavior in various foreign target audiences. Instruction is for approximately 50 – 60 students per session for four (4) sessions per year. The instruction should be presented in blocks to enhance the student’s learning potential and should take course over four consecutive days. The anticipated period of performance is a base and two (2) one-year options. Advanced influence techniques are used by Psychological Operations personnel to become influence agents with the ability to modify the behavior of various foreign targets audiences and in a variety of environments. Instructors must have a PhD in social psychology and behavior studies and/or related field such as sociology or psychology. The instructor shall provide all required materials such as briefing slides and training aids. Lesson to be taught to, and understood by, the students include, but are not limited to, the ability to predict human responses, prevalent errors and biases in thinking and behavior that are common to all humans, influence tactics for working with hostile audiences, and emotional manipulations. Requirements will be fully detailed in the solicitation. The solicitation number is H92239-06-T-0054 and will be issued as a request for quotation (RFQ). USASOC intends to award on a competitive basis, using simplified acquisition procedures. This procurement is set aside 100% for small business. The anticipated NAICS code is 541720 with a size standard of $6.5Million. Interested vendors shall be registered in the Central Contractor Registration database prior to award of a contract. This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 12 regarding the acquisition of commercial items.
