Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1045-647044 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 1,000 employees. This requirement is unrestricted and only interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Friday, September 29, 2006 at 11:30:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Washington, DC 20037 The Department of State requires the following items, EXACT MATCH ONLY, to the following: LI 001, Brocade 48000 32 port 4GB Balde, 0 SFPs P/N: 770922-000, 3, EA; LI 002, BROCADE FABRIC WATCH FOR 4800 #: 770923-000, 1, EA; LI 003, Brocade SFP 4GB sw GE/FE 4 pack RoHS P/N: 770913-000, 24, EA; LI 004, BROCADE TRUNKING FOR 48000 # 770924-000, 1, EA; LI 005, Brocade 48000 4GB Director Bundle w/32 ports and SFPs WT, Z P/N: 770918-000, 1, EA; LI 006, Brocade Adv Performance monitor (PM) (Brocade BR-48KPRF-01), 1, EA; LI 007, Brocade 4800 Ext Fabrics (EF) (Brocade BR-48KEXF-01), 1, EA; LI 008, Brocade Basic Director 48000/24000 installation and configuration srvs P/N: 770199-000, 1, EA; LI 009, Brocade HA SVC&SPT 48000 14YR 24x7 4Hrs OS P/N: 770926-000, 1, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. No other individual is authorized, either verbally or in writing to change part numbers, manufacturer, quantity, delivery dates, or any other specification of this RFQ. Items that do not confirm to descriptions and part numbers found in this RFQ will be rejec 0044 ted at the time of delivery causing a return at the vendors expense. Information can be found at www.ccr.gov FOB DESTINATION SHIPPING ). This Justification and Approval (J&A) on a brand name only basis is for the use of the Brocade 48000 32 port switch. The use of a brand name description is essential to the Government?s requirements, for Department of State infrastructure connectivity requirements, thereby precluding consideration of the products of another company.The Brocade 48000 32 port switch, together with the requisitioned Quantum DX30 tape library and PX510 tape library, will create a backup solution that will meet the needs of CA/CST/DO. The equipment will allow for nightly mailbox level backups and multiple Exchange backups during the day, minimizing the risk of lost mail. The solutions will also allow for faster restores as writing from disk has been tested to be five to ten times faster than from tape. The 41 USC 253(c)(1), and FAR 6.302-1 are cited at the statutory authority.As this is a brand name only justification, no one contractor?s unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the Department?s requirements as a key component of the Department?s networking system. CA/CST requires the Brocade 48000 32 port switch for its Quantum DX30 and PX510 Tape Library. Currently, CA?s backups are managed using a combination of Netbackup 4.0 and the Quantum P 3000. The P3000 has reached the end of its supported life and is beginning to experience failures that jeopardize the ability to adequately backup and restore mission critical data. In addition, the SDLT tape technology of the former backup system is now becoming obsolete. The new solution with combine disk and tape based technologies to provide a faster backup and recovery, site redundancy, scalability and lower operational cost. This purchase will allow CA to implement a new backup solution to replace the current failing one while still allowing CA to still utilize the existing tapes. CA/CST has selected the Brocade switch because results obtain by the Bureau?s Domestic Operations Infrastructure Support Services team in evaluations and reviews of other manufacturers? tape libraries indicated that this tape library most closely met the DoS?s processing, redundancy, and management requirements.
