- This is a Pre-Solicitation notice for a full and open competition. The Federal Highway Administration (FHWA) has a requirement for a contractor to establish a benchmark testing procedure for a profile measurement reference(s) device and the process of verification of the reference device(s). The successful contractor shall develop a benchmark testing plan that provides recommendations, guidelines, and rating factors for the benchmark testing of profile reference devices. The successful contractor shall conduct benchmark testing on potential reference devices and document each device's performance. The Government anticipates issuing solicitation number DTFH61-07-R-00100 on or about 12 October 2006 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 30 days from release of the solicitation, with an estimated award date of January 31, 2007. The FHWA anticipates making one award as a result of this solicitation. The FHWA anticipates that the resulting contract will be a cost-plus-fixed-fee contract. The estimated period of performance is 20 months. The NAICS code for this solicitation is 541330, Engineering Services. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments.
