- The Department of Veterans Affairs VISN 9 Acquisition Service Center, 3400 Lebanon Pike, Murfreesboro, TN 37129 is soliciting on behalf of the VA Medical Center, 1030 Jefferson Avenue, Memphis, TN 38104 for contractor to provide general surgery physician services to veteran beneficiaries. Under the authority of Public Law 104-262 and 38 U.S.C. 8153, the contractor shall provide the services of board eligible/board certified general surgeons to provide general surgery care in accordance with all terms, conditions, provisions, schedules and specifications of this solicitation. The surgeon being provided must have background and experience to supervise students, residents, and fellows in general surgery and students in an ACGME (Accreditation Counsel for Graduate Medical Education) accredited general surgery program. A board eligible/certified general surgeon, certified by the Board of General Surgeons, shall serve as attending surgeon on all general surgery operations with a level of supervision appropriate to the complexity of the case and the training level of the resident, if any, participating in the procedure. Low Risk background investigations shall be conducted on all contractor personnel. The cost of these investigations shall be borne by the Contractor. This solicitation for commercial items will be conducted in accordance with FAR Part 13.5 test program with the procurement conducted in accordance with FAR Part 12, in accordance with IL 90-99-4. The North American Industry Classification System Code (NAICS) is 621111 and the small business size standard is $9 Million. Solicitation will be available on or about September 29, 2006, with offers due on or about October 30, 2006. The contract period will be one year from the date of award, with the Government having the option to extend the contract for four (4) additional one-year periods. Hard copy solicitations will not be made available. No telephone calls are accepted. Contractors may obtain a hard copy of the solicitation and any attachments at the following URL: http://www.bos.oamm.va.gov using solicitation number 249-P145-06. Contractors are advised that they are responsible for obtaining any amendments to the solicitation. All offers must be returned to the address in block 9 of Standard Form 1449. .
