This notice is for information only. It is neither a request for proposal nor a solicitation for offers. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received by close of business 4:30 p.m. central standard time on 28 September 2006 will be considered solely for the purpose of determining whether to conduct a competitive requirement.
