- Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR GATEWAY MANAGER UPGRADE KIT. DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH NORTHROP GRUMMAN MISSION SYSTEMS. The Air Force, Edwards Air Force Base, CA intends to award a Sole Source purchase order to Northrop Grumman Mission System., 9326 Spectrum Center Blvd. San Diego, CA 92123. Northrop Grumman is the manufacturer/developer. The Sole Source purchase will be for the following commercial items and services as described ?the next generation of tactical data link processors, Gateway Manager has updated its operating system to Windows XP professional with service pack 2 accommodating customer needs for operations on secure networks. The Gateway Manager upgrade kit is the migration path to the new configuration of Gateway Manager on Windows XP operating system. The upgrade kit includes a clean installation of a new operating system, the latest version of GM software, DISA Gold Disk application, and hardware changes for interface cards that are not Win XP compliant. Other minor hardware changes are a DVD R/W drive and a higher performance hard drive removable carrier. The gateway manager provides the capability to extend the range of Link 16 tactical data beyond-line-of-sight through a satellite link. P/N 205-A1345 GM UPGRADE TO XP KIT. The following listed items outline the requirements provided by The Air Force Control Information Surveillance and Research Center and Electronic Systems Command, Networks and Integration Division 4.The equipment is named in the Joint Interoperability Test Command test scripts for Joint Link-16 interoperability certification testing and must be in accordance with those accepted joint test scripts. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the items above.
