Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. This acquisition is 100% set aside for small business. The associated NAICS code is 611620 and small business size standard is $6,500,000. All responsible Contractors shall provide a quote for the following items: Line Item 0001: 12 months, Perform Aerobics instruction at EAFB Fitness Center in accordance with the statement of work. Period of performance shall be 29 September 2006 thru 28 September 2007 FOB Destination. The full text of a FAR provision or clause may be accessed electronically at http://farsite.hill.af.mil. The following provisions apply to this acquisition: FAR clause 52.212-1, Instructions to Offerors--Commercial. Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. The following clauses apply to this acquisition: FAR clause 52.204-7 Central Contractor Registration, 52.212-2 -- Evaluation -- Commercial Items (TAILORED). As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation -- Commercial Items (Jan 1999)(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability to meet the Government requirement; past performance; price *Technical and past performance, when combined, are more important than price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
