- Description: THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of the Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement of the officia l start date of a public-private competition of public works performed at West Point, New York. The incumbent service providers affected by this public-private competition are approximately 531 DoD civilians and 140 DoD contractors. A standard competition will be conducted in accordance with the revised circular. The solicitation will be issued at a later date. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The DoD Competitive Sourcing Official is Mr. Philip W. Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for Department of the Army is Mr. Keith E. Eastin, Assistant Secretary of the Army (Installations and Environment). The Army has delegated selected standard competition responsibilities to the IMA Delegated Competitive Sourcing Official, Mr. Philip E. Sakowitz, Jr., Principal Deputy Director of the US Army IMA. The date of this pu blic announcement is the official start date for this public-private competition and the projected end date is 12 to 18 months from the official start date. The Contracting Officer is Mrs. Janice Elliott and the Agency Tender Official is the Deputy to the Garrison Commander, Mrs. Debra Zedalis.
