Description
The US Army Corps of Engineers, Europe District is seeking information from potential investors for build-to-lease facilities in Eastern Europe. This Request for Information (RFI) is the initial stage of market research under FAR Part 10 of the Feder al Acquisition Register (FAR), and is not a Request for Proposals (RFP). The government does not intend to pay for any information furnished pursuant to this RFI. The US Army Corps of Engineers, Europe District requests expressions of interest, comments, technical data, available configurations and general cost information from firms that might be interested in constructing a forward operating site capable of providing basic life support to rotational units. These camps will include facilities to provide h ousing, dining, storage, maintenance, and administration; approximately 430,000 SF of facilities at an estimated construction cost between $25,000,000 and $100,000,000 for lease to the United States Army. The United States will use this information in rea ching a decision on the method by which it will procure the needed facilities. The following is a general description of the required facilities: LIVING QUARTERS: Multiple structures, total of approximately 225,000 SF, 160 SF/2-person rooms, one or two story structures. SHOWERS AND RESTROOMS: Multiple structures, total of approximately 22,000 SF, each unit approximately 1700 SF with showers, sink s, toilets and urinals. ADMINISTRATIVE FACILITIES: Multiple structures, total of approximately 90,000 SF ranging in size from 1,300 SF to 9,000 SF. VEHICLE MAINTENANCE SHOPS AND REPAIR BAYS: Multiple structures, total of approximately 25,000 SF, 4,000 SF per unit. WAREHOUSE: Single structure, total of approximately 4,000 SF. DINING FACILITY: Single structure, total of approximately 37,000 SF. PHYSICAL FITNESS CENTER/GYMNASIUM: Single structure, total of approximately 18,000 SF. MEDICAL/DENTAL CLI NIC: Single structure, total of approximately 8,500 SF. A complete list of facilities required is available upon request from the US Army Corps of Engineers, Europe District Contracting Division. The standards to which they must be built are found in the HQ U.S. Army Europe Base Camp Facilities Standards for Contingency Operations dated 1 Feb 2004. (This document is available from the US Army Corps of Engineers, Europe District Contracting Division.) It is envisioned that these facilities would be at the Semi-Permanent standard defined by this document. Th is camp will support a maximum of 2500 soldiers at Main Operating Base standard. Other required criteria include Force Protection UFC 4-010-01 and 4-010-02, and applicable US fire safety regulations. The facilities are to be located in the vicinity of Novo Selo Training Area, Bulgaria and are to be built on land provided by either the U.S. or by the developer/landlord. If build to lease is chosen as the delivery method for this project, the United S tates will enter into a ten year firm term lease, with two renewal options of five years firm each. The leases will be un-serviced, with all services, excepting building maintenance and repair, to be self-furnished by the United States. In addition to identifying parties that might be interested in delivering the required facilities under a build to lease approach, the United States is also interested in obtaining the following information: 1) Approximately how long would it take to d eliver the completed facilities from the date a lease is signed: a) if the facilities are to be on land owned or controlled by the developer, or b) if the facilities are to be on land owned or controlled by the United States and available to the developer on the date of lease signing? 2) Please provide information on the general terms you would require under a lease and the financing arrangements you foresee. 3) The potential for alternate use by commercial or public interests upon completion of the in itial ten year le ase period. 4) Any other information or comments you might have on this proposed approach are welcome. Any response to this RFI should include brochures, potential layouts, technical data and general cost information (to include initial cost, expected life of structures, and structure residual value). Please segregate estimated costs of facility type, manu facturing, shipping, assembly, real estate, and include any assumptions such as labor rates for assembly and shipping costs.
