Description

The Corps of Engineers (COE) Transatlantic Programs Center (TAC) intends to solicit proposals from construction contractors for construction of the Fiscal Year (FY) 2007 Special Operation Forces (SOF) Aircraft Operations Project at Al Udeid Air Base in the State of Qatar. Only U.S. and Qatar firms are invited to participate in this project. U.S. CONTRACTOR DEFINED: To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and e mployment tax returns in the U.S. for a minimum of two (2) years (if required) and have filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. c itizens in key management positions. Offers from firms that do not qualify as United States firms will be evaluated by adding 20 percent to their offer. JOINT VENTURE AS U.S. CONTRACTOR: Joint venture (JV) arrangements are allowed so long as the Govern ment can classify the JV as a U.S. entity. For a JV to be considered a U.S. entity, the U.S. firm must be the controlling partner, with at least 51% vested financial interest in the JV. PROJECT SCOPE: Construct permanent facilities to include a combined rotary/fixed wing aircraft hangar, a squadron operations facility, an aerial ground equipment (AGE) facility, an aircraft wash rack, a fuel stand, and related site improvements/utilities. The magnitude of this construction project is between $25,000,000 and $100,000,000. All work is to be performed within the secure perimeter of Al Udeid Air Base in the State of Qatar. The expected contract duration is between 20 and 25 months. ADDITIONAL REQUIREMENTS: All firms applying shall be licensed to do busin ess in the State of Qatar or demonstrate the ability to be licensed at contract award and will comply with the laws and regulations of the State of Qatar to become licensed. PLANS AND SPECIFICATIONS: Two (2) sets of the solicitation will be issued on comp act disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, or vendors. CONTRACT PROCEDURES: The solicitation will be a request for proposal (RFP). A firm fixed price contract is contemplated. C ontract award will be based upon a best value analysis of all proposals. Complete evaluation criteria will be conveyed within the RFP. The Government may include options in the solicitation. The contract is to be awarded on a firm-fixed price basis only . ACQUISITION TIME LINE: Tentative date for issuance of Request for Proposal (RFP) W912ER-06-R-0027 is 18 Oct 06. Tentative date for a Pre-proposal Conference is 05 Nov 06. Tentative date for receipt of proposals is 14 Dec 06. Tentative date to award the contract is 01 Feb 07. SOLICITATION REQUEST: Firms must request the RFP in writing and provide: 1.
