Description

Work under this solicitation includes constructing a new filter drain section in the left abutment area of the dam to control seepage. The principle components of work include the following: (1) clearing and grubbing, (2) stripping, (3) removal and control of water during construction, (4) diversion and care of outlet works channel during construction, (5) excavating for filters and drain pipe trench, (6) furnishing, stockpiling and placing filter materials consisting of coarse material and fine material, (7) furnishing and placing drain gravel material, (8) furnishing and placing miscellaneous fill material, (9) placing Government-furnished riprap, (10) furnishing and installing 12-inch diameter perforated and nonperforated HDPE drain pipe with upstream cleanout, (11) constructing weir box, (12) furnishing and placing gravel surfacing on access road and (13) placing topsoil and seeding. The work is located at Norton Dam, which is located on Prairie Dog Creek in northwestern Kansas, approximately 3 miles southwest of Norton, Kansas in Norton County. Award will be made to the offeror submitting a proposal which conforms to the solicitation and is most advantageous to the Government considering the non-cost and cost factors being evaluated. The technical factors and subfactors to be evaluated are as follows: (1) Company Experience, (2) Past Performance, (3) Key Personnel, (4) Work Plan, including dewatering, excavation, materials handling, embankment placement, and schedule (5) Safety, and (6) Subcontracting Goals. Price and technical proposals are tentatively due on November 27, 2006 at the Bureau of Reclamation's Great Plains Regional Office, 316 North 26th Street, Billings, Montana. The Request for Proposal (RFP) package will be issued on or around October 27, 2006. There is no charge for the first copy; additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 per set. All reasonable sources may submit a bid which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $1,000,000 to $5,000,000. The North American Industrial Classification Code is 237990. The small business size standard is $31.0 Million. This acquisition is unrestricted. This specifications and drawings will be not posted to the internet; however a complete solicitation package is available in hard copy. The request must include contractor's name, address, phone/fax numbers, tax identification number and their Dun and Bradstreet number.
