- The Naval Air Warfare Center Weapons Division (NAWCWD) is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Award will be made in accordance with FAR part 13.5. The NAICS code is 516110 and the size standard is 500 employees for this procurement. The resultant contract will be a Firm Fixed Price type contract. In accordance with 10 USC 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, the NAWCWD China Lake intends to procure, on a sole source basis, to Information Handling Services (IHS), Inc, 15 Inverness Way, E, Englewood, Colorado, 80112-5710, licensing for one year and options for two additional years for the HIS Specs and standards on-line subscription. IHS is the only known source with the extensive database required to provide on-line access to commercial and standard specifications. The system allows instant unlimited access within the bounds of the subscription. This service is an online engineering specification access system that provides access to virtually any spec from virtually any governmental or commercial entity. Additionally, a database of electronic components shall be made available for use by the avionics engineering group. Types of Data: Industrial process and testing procedure specifications and electronic component information required to process aerospace components at NADEP NI. Access to specific data: Service must include the ability to search each database by specification organization, number, and keywords, and the database must include both current and historical revisions and be cross referenced among various spec organizations. Access to historical revisions of commercial specs may incur additional costs. Access to specs from the following organizations are required: U.S. MIL specs; U.S. FED specs; U.S. DoD adopted industry specs; Aerospace Industries Association of America; Society of Automotive Engineers, limited to Aerospace Standards & Aerospace Materials Specifications; ASTM International; American Bearing Manufacturers Association; American Society of Mechanical Engineers; American Welding Society; Resistance Welder Manufacturers Association. The database shall be searchable for other specs that may be required from other organizations, though viewing these non-subscription specs may incur extra charges. A database of electronic components shall be provided to provide information about interchangeable electronic parts including semiconductors, passives, connectors and electromechanicals.; A database of fastening products shall be provided to provide information about interchangeable aircraft fasteners, i.e. rivets, bolts, screws, etc. All data shall be fully indexed and cross referenced including logistical data. Continuous updates to databases as data is received from the source publishers. Users must be able to access the service with a Windows version 2000 or higher Workstation connected to the Internet, and a standard web browser with Adobe Acrobat PDF Reader software. Unlimited access to the Specs and Standards Hotline number and online help via telephone. An unlimited usage subscription, restricted to engineering personnel. Not limited to a given number of hours - based on an annual subscription. The database shall be searchable for other specs that may be required from other organizations, though viewing these non-subscription specs may incur extra charges. A database of electronic components shall be provided to provide information about interchangeable electronic parts including semiconductors, passives, connectors and electromechanicals. A database of fastening products shall be provided to provide information about interchangeable aircraft fasteners, i.e. rivets, bolts, screws, etc. All data shall be fully indexed and cross referenced including logistical data. Continuous updates to databases as data is received from the source publishers. Users must be able to access the service with a Windows version 2000 or higher Workstation connected to the Internet, and a standard web browser with Adobe Acrobat PDF Reader software. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
