Description
Amendment 27 SEP 2006: The far-field radiation pattern should ensonify approximately 1/4 of a sphere, radiating from the horizontal direction upward to the vertical (90 degree), and then 90 degree in either direction. The water volume subjected to a single pulse of constructive interference should reach an objective SPL of 255 dB. The shape and size of the amplified region is not specified. #8 There are no solicitation documents which apply to this BAA. The response date has changed from 06 OCT 2006 to 01 NOV 2006. Basic 17 AUG 2006: This announcement constitutes a Broad Agency Announcement (BAA) for the Naval Facilities Engineering Service Center (NFESC), Port Hueneme, CA under FAR 6.102(d)(2). This announcement seeks to conduct with a manufacturing company development of new, unexplored technology to design and produce a high-energy underwater Acoustic Impulse Source (AIS). Interested firms should respond with brief documentation showing the company?s ability to fulfill the requirements described below. Qualified firms must possess the industrial and technical experience for the development of new, unexplored technology. Only prime contractors should respond. A list of responding prime contractors will be furnished to potential sub-contractors upon request (via NFESC). The AIS may use any suitable process to create the desired waveform. The intent is to attain the objective pulse attributes while exploring techniques for generating similar waveforms with different combinati9ons of peak pressure and impulse. The general characteristics of the objective waveform at a distance of 10-meters from the source should be: 1) peak acoustic pressure of 2600-psi (265 dB); 2) absolute impulse levels of 630 psi-msec; 3) pulse widths of 1.0 to 5.0 milliseconds; 4) ability to generate multiple pulses at intervals of 2 to 10-seconds; 5) ability to generate thousands of pulses without machine failure; 6) capable of operation after 30-days of salt water immersion to depths as great as 130-ft; 7) utilize non-electric sources of power (i.e., compressed gas or hydraulics). Abstract submittals for this BAA should be made using the abstract form located at the following Internet address: http://enviro.nfesc.navy.mil. Click on Broad Agency Announcement (BAA) for Innovative Technologies and Methodologies, and follow the instructions for submitting an abstract on line. Make a CD of the completed form and mail to: Naval Facilities Engineering Service Center, Code OP-30 (Attn: Dale Synnes), 1100 23rd Avenue, Port Hueneme, CA 93043. The abstract should concisely describe the technical approach and manufacturing process, and will be evaluated according to the criteria stated in this announcement. No additional data may be submitted for the BAA. If additional data is submitted, it will be discarded. Abstracts will be evaluated on their own merits and will not be evaluated against each other. A peer review board will evaluate the abstracts based on the following criteria (listed in descending order of importance): 1) the scientific/technical merits and objectives of the abstract; 2) the contractor?s capabilities, related experience, or unique combination of these integral factors in achieving the contractor?s proposed objectives; 3) the qualifications, capabilities, and experience of the key personnel who are critical to achieving the objectives of the abstract; 4) the cost relative to the proposed scientific/technical approach. NOTES: 1) The preceding data should be sufficient for completing the abstract form. 2) Those companies interested in participating in this BAA program must follow these instructions for abstract submission. 3) There is no commitment by the Navy either to make any contract awards or be responsible for any money expended by any contractor before a contract is awarded. 4) An eligible abstract does not guarantee a contract. 5) A contractor is required to register with the Department of Defense Central Contractor Registration (DOD CCR). No contract award will be made to any contractor that is not registered or in the process of registering with the DOD CCR. The DOD CCR may be reached at (888)227-2423, or WEBSITE: www.ccr.gov.; 6) Contractors should expect a notification of receipt of the abstract by the Government within two weeks of submission. If the contractor has not received a notification of abstract receipt, the contractor should call NFESC at the reference phone number. 7) Following review of the abstracts by a Technical Evaluation Board (TEB), contractors will be notified of eligibility to respond to the formal solicitation by the Government. 8. There are no solicitation documents apply to this BAA. Request for a solicitation package will not be acknowledged. 9.
