Description

The Bureau of the Public Debt on behalf of the Farm Credit Administration (FCA) intends to issue a sole source acquisition to USPS/Hasler Postage. The purposed action provides an established bank account in which FCA deposits funds to pay for the postage meter usage. The FCA owns and operates Hasler mailing equipment. USPS/Hasler Postage has an established bank account to pay for usage on the Hasler postage meters. Therefore, USPS/Hasler Postage is the only source that can provide the required services. NO SOLICITATION IS AVAILABLE. A determination by the government not to compete this proposed acquisition based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The proposed acquisition is for services for which the government intends acquire from only one source under the authority of Federal Acquisition Regulations (FAR) 6.302. This authority, FAR 6.302-1(b)(2), permits other than full and open competition when there is only one responsible source and no other supply or service will satisfy agency requirements. Interested parties may submit their capabilities and qualifications to perform the requirement in writing to the identified point of contact not later than 2:00 p.m. EST on September 29, 2006.
