- VENDOR: <U>This is a Notice of Intent.</U> The Social Security Administration (SSA) intends to negotiate solely with International Business Machines Corporation, doing business as IBM, 6710 Rockledge Drive, Bethesda, MD 20817-1826 under the Authority of Federal Acquisition Regulation (FAR) 13.106-1 (b) (1) as the Contracting Officer (CO) has deemed only one source reasonably available. SSA intends to provide upgrades, along with Subscription and Support (S&S) on the following SSA owned IBM software products: IBM Tivoli OMEGAMON XE for Messaging (Software Part Number: 5698-A87), IBM Tivoli Composite Application Manager for WebSphere for z/OS (Software Part Number: 5698-A71), along with IBM Tivoli Composite Application Manager for WebSphere for z/OS Subscription and Support (S & S Part Number: 5698-A71). The vendor (IBM) owns all proprietary rights to the software's source code and is the only responsible sole source provider for S&S, along with software upgrades; no other source can maintain the software or provide the relevant software upgrades. The Government anticipates the award of a five year (Base, plus 4 Option Year) firm-fixed Delivery Order for the aforementioned IBM software and S & S. Other organizations possessing the requisite expertise and resources are invited to submit information concerning their capabilities, expertise, and other pertinent data. Pricing data may be submitted. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation and the Government does not intend to pay for information received. If SSA does not identify other acceptable sources capable of providing the necessary software and support, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisition Procedures. Responses to this notice should be submitted by Close of Business (COB) September 28th, 2006. Request for copies of a solicitation will not be honored or acknowledged. Oral communications are not acceptable.
