- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 09LASB206-ALS is issued as a request for quotation (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The National Labor Relations Board (NLRB) has a requirement for a comprehensive Internet-based public records subscription for a base year period from October 1, 2006 through September 30, 2007, with four (4) one year option years. LINE ITEM 0001 - Internet-based Public Records Subscription. (Annual subscription) The Internet-based public records requirement is a comprehensive Internet-based public records subscription inclusive of, but not limited to the following Internet-based subscription services: 1) ID and Password access for 500 or more users, with 24/7/365 - access; 2) Access to a comprehensive person summary report which includes information from: multiple person and business directories, multiple telephone sources, driver's license records, motor vehicle registrations, county tax-assessor, real-property records and deed transfers, voter registration indices, watercraft and aircraft registration, professional licenses, white pages and information from U.S. Census Bureau, property finance information, including mortgage filings, bankruptcy filings, UCC filings, judgments and liens, social security numbers, social security death records, and marriage/divorce records; 3) Each comprehensive person summary report discussed in point (2) must include links to source documents from which the information in the report is derived to corroborate the information presented in the report, provide additional details beyond what is summarized in the report, and provide links to related reports and information on associated people, places and businesses to permit deeper research; 5) Access to extensive business records including corporate profiles and reports, SEC and other filings, company reports, directors and executives' directories., and fictitious business listings and Secretary of State filings; 6) Ability to print, download and e-mail search results retrieved 7) Live "24/7" customer service support at no extra charge; 8) Training at no extra charge. Database shall be accessible by the NLRB employees with the proper password and user ID. The services will be used at the NLRB offices in Washington, DC and the NLRB?s nationwide network of Regional offices. The following FAR provisions and clauses apply to this acquisition and are available in full text at: www.acquisition.gov. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Provision at 52.212-2, Evaluation - Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The significant evaluation factors for this solicitation are: (i) Responsiveness to the Synopsis/Solicitation; (ii) Price, including option years; (iii) Content comprehensiveness for conformance with the specified requirements in the Synopsis/Solicitation. (iv) Approach to the delivery of the content and service to which the Contractor will be held accountable. Offeror should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders - Commercial Items, applies to this acquisition. Clause 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Offerors, in original hard copy form, shall be submitted on Thursday, September 28, 2006, before 10:00 A.M. eastern standard time, to the attention of: Andrew Steed, National Labor Relations Board, 1099 14th Street, NW - Room 6102, Washington, DC 20570-0001.
