- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, AG-3151-S-06-0009, is issued as a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. This is an 8(a) set-aside. The applicable NAICS Code is 541511. The Government intends to award a Fixed Price Contract. The Contract will be for a period running from Date of Award through September 30, 2011. All eligible offerors shall provide a fixed price quote for all Contract Line Item Numbers, 0001 through 0041. Description: Through this solicitation, the Agency is seeking to procure IT Support services for the Foreign Agricultural Service. The provisions at 52.212-1, Instructions to Offerors - Commercial apply to this acquisition. The provision at 52.212-2, Evaluation – Commercial Items, will be used. Evaluation factors include: Technical and Management Solution/Approach, Key Personnel, Past Performance and Cost/Price, with non-cost/price factors outweighing cost/price. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items must be included with all offers. All applicable clauses are included in the attached solicitation documents. The solicitation also includes 52.232-18, Availability of Funds. This announcement includes all attached addendum. Award shall be made to the offeror whose offer represents the best value to the Government. Proposals must be received by 3:00 PM Eastern Standard Time on August 7, 2006 in accordance with the solicitation documents.
