JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A) Background: This position will be assigned to the U.S. Embassy/Narcotics Affairs Section, Bogota, Colombia. This position provides project management NAS support to the MOD Individual Deserter Program. B) Purpose: The purpose of this Personal Services Contract (PSC) position is to manage the NAS project that supports the MOD Individual Deserter Program. C) Supervisory Controls: The incumbent reports to and is supervised directly by the NAS Interdiction Program Manager in all matters of program design, implementation, and management. D) Statement of Work. This position will be located in the Narcotics Affairs Section (NAS), U.S. Embassy Bogota, Colombia. The incumbent will serve as primary advisor to the Colombian Ministry of National Defense (MOD) and the military and National Police forces for the Individual Deserter program. In addition, the incumbent will advise other Colombian military and police units supported by the NAS in the general area of Information Operations. The incumbent will coordinate Individual Deserter and Information Operations activities with Colombian units as required. The incumbent will reside in Bogota, with approximately 25 percent of his/her time traveling and working in the field. E) Under the direction of the Narcotics Affairs Section (NAS), Bogota, the incumbent is responsible for the following: 1) Manages the INL/NAS-funded project to support the MOD?s Individual Deserter Program. 2) Advises the MOD on specific matters related to strategic, operational, and tactical activities of the Individual Deserter Program to include acquisition, training, operations, and logistics support. 3) Visits field sites and operational areas to ensure proper use of USG-provided resources. 4) Establishes and/or participates in U.S. and/or Colombian Interagency Working Groups that coordinate and monitor the Individual Deserter Program strategy and activities. 5) Coordinates related training programs for the Colombian Public Forces on desertion/demobilization program policies and procedures. 6) Identifies available and projected Colombian capabilities and resources that can be employed in support of ongoing and future NAS initiatives and programs. 7) Identifies support requirements and the requisite resources necessary to conduct Informational Operations campaigns. Serves as the contractual representative for production and dissemination venues 8) Advises the U.S. Country Team on the Individual Deserter Program, Information Operations, and related issues. 9) Assists in project budget preparation and program planning. 10) Advises and informs USG organizations on agency-relevant information based on deserter interviews and on individual deserter?s desire to cooperate. Keeps agencies informed of intelligence opportunities. 11) Briefs State Department, Congressional, and other visiting officials on the status of USG-GOC narcotics control projects. Assists in developing itineraries and in escorting official travelers, as directed. 12) Conducts field surveys, evaluations, and special studies, as directed. 13) Assists in end-use-monitoring of international narcotics control commodities provided by the USG. 14) Interacts with members of the U.S. Country Team, Colombian military and political leaders, and other governmental and non-governmental agencies operating in Colombia reference to the Individual Deserter Program. 15) Consolidates and reports on operational results of the Individual Deserter Program. Contributes reporting information to NAS monthly cables and spot reports and cables. 16) Supervises locally-contracted Colombian legal, media, and other advisors to the program, provides transparent management of the program?s operations and logistics, and works to increase popular support for the program. 17) Other duties as assigned. MINIMUM QUALIFICATIONS/REQUIRED SKILLS/ABILITIES A) U.S. citizen, with current Department of State secret clearance or eligible to obtain one. B) Four-year college degree and five years relevant experience with the U.S. Armed forces or federal, state, or local government organizations; or, an associate?s degree and ten years relevant experience with the U.S. armed forces or federal, state, or local law enforcement organizations; or, fifteen years relevant experience with the mentioned organizations; C) Demonstrated experience in managing/planning programs, particularly in Latin America. D) Demonstrated experience in managing/planning public affairs or information programs, particularly in Latin America. E) Knowledge of U.S. contracting procedures and procurement vehicles; able to function as Contracting Officer?s Representative (COR). F) Ability to interact with United States and Colombian counterparts. G) Ability to prepare written and oral reports and related documents for mid- and senior-level State Department officials; H) Spanish-language ability at the Foreign Service Institute level R/3, S/3 or the Defense Language Proficiency Test (DLPT) level 3/3; I) Must be physically able to live in Bogota (altitude 8,600 feet) and willing to travel in-country to remote locations. The work is both physical and sedentary in nature and involves activity both at the U.S. Embassy and at remote locations with varied climates and conditions within Colombia. J) Have knowledge and skill in the operation of desktop computer word processing, database, and spreadsheet systems; K) Demonstrated experience in coordinating with host country police, military, and civilian officials. L) Knowledge of the political, economic, and military environment of Colombia and Latin America as well as knowledge of programs, organization, and operations of USG elements involved in counternarcotics programs in Colombia. COMPLEXITY A) The incumbent must ensure the development, production, and dissemination of public affairs or information strategies that promote an information environment favorable to increasing desertion among the terrorist organizations in Colombia; maximize intelligence derived from the deserters and share that information with U.S. and Colombian counterparts; and develop synergy between U.S. and Colombian agencies that participate in the program. B) Tasks include developing operational strategies that maximize program operations and resources. Brief strategies to the Colombian director of the Individual Deserter Program, the Colombian Vice Minister of National Defense, as required. Provide advice and assistance in implementing these strategies as required; assist in the developing of an integrated program by identifying and providing channels of communication and cooperation between military, police, and other security forces to promote a joint effort by the Government of Colombia. C) Incumbent must focus on the elements of information, psychological operations, operational security, and computer network operations. Within the area of psychological operations and operations to influence individuals, the incumbent will provide advice in the areas of legal, contracting, and mass media communications. He will direct and supervise a NAS support team of local hire personnel. SCOPE AND EFFECT: The goal is to reduce the members/ranks within the Colombian terrorist organizations. Information and intelligence from deserters must be collected and shared with U.S. Embassy offices in order to support interdiction, eradication, and other counternarcotics and counterterrorist programs. PERSONAL CONTACTS: Contacts will be made at the strategic and operational level of the Department of State, Department of Defense, Department of Justice, Department of Homeland Security, and other U.S. agencies that provide information to the Embassy Intelligence Fusion Center. Contacts with host nationals will be at the highest level, such as with officers of the Presidential Communication Office, the High Commissioner for Peace, Ministry of Interior and Justice, Ministry of National Defense, Colombian joint military staff, Colombian Army Military Intelligence Central (CIME), Colombian National Police Directorate of Police Intelligence (DIPOL) and Antinarcotics Directorate (DIRAN), Prosecutor General?s Office, and the Administrative Security Department (DAS). These necessary contacts will be made in order to maintain open communications and continuous exchange of information regarding the program and NAS counternarcotics operations. PURPOSE OF CONTACTS: Collecting, analyzing, and disseminating all pertaining information and intelligence affecting the NAS-supported programs in-country. Incumbent will focus operational intelligence within the objectives of interdiction, eradication, and counter-terrorist operations. The incumbent serves as the NAS liaison with the MOD regarding all intelligence, force protection, and security matters of the Individual Deserter program. WORK ENVIRONMENT: The work is primarily conducted in an office provided by U.S. Embassy with frequent travel to the field for meetings, conferences, activity reviews, and field inspections and training. Some field sites have been declared hazardous-duty locations by the Department of State due to the hostile activities of narcotraffickers and insurgent groups. Such sites pose a risk to the incumbent while deployed to those sites. POSITION ELEMENTS: A) Supervisory Controls: The contractor will work under the direct supervision of the NAS Interdiction Program Manager. The overall contract administrator for this PSC will be the INL Contracting Officer, with the NAS Management Officer acting as the Contracting Officer?s Representative (COR). The individual exercises wide latitude for independent action, initiating projects and executing approved programs in relation to intelligence and force protection analysis under general supervision. Completed work is reviewed for timeliness and effectiveness. B) Exercise of Judgment: Exercise of judgment is essential in dealing with Colombian counterparts and in managing the program. C) Authority to make commitments: None. D) Nature, Level, and Purpose of Contacts: The level of contacts is outlined above. The incumbent must maintain good working relationship with USG and Colombian officials involved in this and related programs. EVALUATION CRITERIA: A) Factor 1: (Project Management). Applicant?s ability or knowledge of project management policies, concepts, practices, and principles in order to analyze and develop recommendations for program operations in order to meet the objectives of the USG. B) Factor 2: (Public Affairs and Information Operations). Applicant?s knowledge of public affairs and information operations concepts, practices, and principles garnered through experience and training received from one of the U.S. Armed Forces or other U.S. federal agencies. C) Factor 3: Demonstrated experience in coordinating with host country police, military, and civilian officials. Knowledge of the political, economic, and military environment of Colombia as well as knowledge of programs and the organization and operations of USG elements involved in the counternarcotics programs in Colombia. D) Factor 4: (Past Performance). Applicant's previous experience and quality of performance. Evaluators may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references. V.
