Description

This contracting activity proposes to negotiate sole source with Fresenius USA Marketing Inc., Lexington, MA. The purchase will be negotiated sole source based on most efficient organization criteria and as there is only one responsible source and no other supplies or services will satisfy agency requirements; therefore, full and open competition is determined inappropriate for this acquisition. This requirement is to provide 2 Fresenius Model 2008K dialysis machines and ancillary devices. The ancillary devices enable the machines to be used in the critical care area and for Continuous Renal Replacement Therapy (CRRT). The dialysis equipment is provided on a commercial basis, but the only source of this specific brand of equipment is Fresenius USA Marketing, the offeror and incumbent contractor. No other sources can provide the Fresenius 2008K model dialysis equipment. The requesting official has stated that this specific system is necessary because the Denver VA Medical Center already possesses and uses 14 Fresenius model K and 3 Fresenius model H systems for dialysis procedures, including 2 H systems used for CRRT, and that operation of these systems required specific training for both the Hemodialysis Unit staff and critical care nurses who use the same systems in the SICU and MICU. The 2 model H units used for CRRT are old and becoming unreliable, and require replacement in the near future. The Contracting Activity will consider offerors' quotations submitted by 10/11/2006.
