Description
The Office of Naval Research (ONR) plans to conduct an Industry Day on 11 October 2006 to describe an upcoming Broad Agency Announcement (BAA) for science and technology efforts in support of the M2C2 enhanced Prototype program. The upcoming BAA will request proposals for a research effort to explore and investigate innovative concepts based on new and existing technologies that can be adapted and integrated into the M2C2 prototype to deliver leading edge capabilities that will allow ONR to help the Marine Corps further define its emerging C2 On-The-Move concept. The effort will also involve consideration and development of the technologies that will enhance the capabilities of the Combat Operations Center (COC) and Combined Army Marine Command and Control Vehicle (CAMC2V) programs. The location of the Industry Day will be at the Hawaii National Guard Facility, Bellows Air Force Station, Oahu, HI from 11:00 AM to 3:00 PM HST on Wednesday, 11 October 2006. The room location will be forwarded to you after you register. Attendees should register for the Industry Day via e-mail to William.spicer@usmc.mil and should note their company's name, address, phone number and names of those attending in the e-mail. Registration for the briefing should be completed by 4:00 PM (EST) on Thursday, 5 October 2006. If requested attendance exceeds capacity, it will be necessary to limit attendance of personnel from each organization, and organizations will be so notified. All expenses for attendance will be borne by the potential offeror. It is anticipated that the BAA will be posted on FedBizzOps and the ONR website at https://www.onr.navy.mil/02/baa prior to the Industry Day. Tasks associated with Section 6.2.1 of the BAA solicitation entitled "Prototype Integration, Technology Insertion and Demonstration" include: 1) Enhanced Prototype - The offeror will design, document, test and fabricate an enhanced M2C2 prototype (including vehicle). All radios, software and other equipment will be provided by the offeror (none will be GFE). 2) Integration Testbed Architecture - The offeror will develop the architecture for the enhanced integration testbed including communication interfaces, computing resources, user interface, network infrastructure (including SATCOM access) and other infrastructure required to support integration and demonstration of selected technologies. 3) Conduct analysis and integration of candidate technologies provided by the Government, and M2C2 and MEP technology development contractors, and the offeror. Tasks associated with Section 6.2.2 of the BAA solicitation entitled "Enabling Technology Development" include research to expand and improve the prototype capability. The following are areas of interest for research: 1) Antenna technology e.g.- signature reduction, reduced observability 2) Electrical power generation and management 3) Network management 4) On-the-move operation of equipment and C2 (to include human/machine interface design and ergonomic design) 5) Tactical network integration with commercial networks 6) Wireless range extension 7) Adaptation of M2C2 for other Applications such as other military situational awareness applications, disaster relief, Humanitarian Assistance and Operations Other Than War (OOTW). 8) Integration into advanced vehicle military vehicles 9) Nocturnal operations (compatibility with night vision devices; visual/IR signature mitigation).
