Description
The U.S. General Services Administration?s Federal Technology Service intends to issue a Sole Source to ADT SECURITY SERVICES, under the authority of FAR 6.302-2 ?Logical Follow On.? The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-05. Scope of Contract: The purpose for this request for proposal is to acquire the necessary labor, equipment, tools, materials, transportation, supervision as required. The contractor shall perform the following tasks: A. Acquire the necessary labor, equipment, tools, materials, transportation, supervision as indicated. Background: The purpose of this proposal is to acquire the necessary labor, equipment, tools, materials, transportation, supervision and any other items necessary to provide connectivity and integration of the GISA Security Systems between Buildings 2-4953, the Guard House, Building 2-5350, (319th MI BN), and the to-be constructed Warehouse Building, JMICS Generator Building, JMICS Pole Barn, the GISA Hamilton Street parking lot and the existing and to-be-constructed fences surrounding the same at Fort Bragg, NC. 1.0 DESCRIPTION OF SERVICES: The Contractor shall furnish all labor, equipment, tools, materials, transportation, supervision and any other items necessary to provide connectivity and integration of the Security Systems located in Building 2-4953 and the Guard House, Building 2-5350, (319th MI BN), and the to-be constructed Warehouse Building, the GISA Hamilton Street parking lot and the existing and to-be-constructed fences surrounding the same to include installation, maintenance and repairs to ensure continuous and successful operation. Conduit for data and communications lines will be extended from the to-be-constructed Warehouse Building into the to-be-constructed JMICS Generator Building and into the to-be constructed JMICS Pole Barn. All work shall be performed in strict compliance with the terms, conditions and provisions contained herein. 1.0.1 Contractor is required to obtain equipment/software that will integrate existing systems. Contractor shall make site visits to ensure equipment/software will work with existing equipment/software. 1.0.2 Contractor must be able to provide 24 hours a day, 7 days a week turn around on all service requests and software updates for the first years on all software. These systems control entry and exit from secure Sensitive Compartmented Information Facilities, (SCIFs) that operate 24 hours a day, 365 days a year. 1.2. HOURS OF WORK: The Contractor shall accomplish contract work between the hours of 8.00 a.m. and 4:00 p.m., Monday through Friday. The Contractor shall not perform contract work during other times without the approval of GISA. 1.3. LOCATION: Building 2-4953, the Guard House, Building 2-5350, (319th MI BN), and the to-be constructed Warehouse Building, JMICS Generator Building, JMICS Pole Barn, the GISA Hamilton Street parking lot and the existing and to-be-constructed fences and gates surrounding the same at Fort Bragg, NC. 1.4. Contractor personnel shall wear distinctive clothing bearing the company?s name or wear a badge which contains the company?s name and the employee?s name, picture and description clearly displayed at all times while working at GISA. The Contractor personnel shall also wear a GISA Visitor badge to be issued on a daily basis. 1.5. The Contractor shall accomplish all work skillfully and in accordance with manufacturer?s recommendations. 1.6. The Contractor shall remove all trash, debris or surplus materials from the work site at the end of each workday and shall leave the work site clean of all debris when work is completed. The Contractor shall dispose of all refuse in the Longstreet Sanitary Landfill. 1.7. The Contractor shall be responsible for all damages occurring as a result of his work and shall make all necessary repairs at no cost to the Government and to the satisfaction of the Government. 1.8. The Government will provide electricity and lights at the work site necessary for the performance of this contract at no cost to the Contractor. 1.9. SECURITY REQUIREMENTS: Fort Bragg is a closed base. All personnel entering must have specific permission of the installation commander for entry. This permission is granted when the contractor and employees are issued permanent post decals and identification cards or passes for daily temporary access to the base. Those personnel seeking authorized entry to Fort Bragg will proceed to Pass and Registration and complete the appropriate forms to obtain entry. All personnel employed by the contractor in the performance of this contract or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. 2.0. SCOPE OF WORK: 2.0.1 The Contractor will provide all actions necessary to accomplish successful integration and testing of access control systems, security badging, and monitoring systems between Building 2-4953, the Guard House, Building 2-5350, (319th MI BN), and the to-be constructed Warehouse Building, JMICS Generator Building, the GISA Hamilton Street parking lot and the existing and to-be-constructed fences and gates surrounding the same at Fort Bragg, NC to include: 2.0.2 Installation of all equipment listed in proposal to include multimode strand fiber circuit, data, and coax cable between Building 2-5353, the Guard House, Building 2-5350, (319th MI BN), and the to-be constructed Warehouse Building, JMICS Generator Building, JMICS Pole Barn, the GISA Hamilton Street parking lot and the existing and to-be-constructed fences surrounding the same using the existing conduit already in place between the some of the facilities and installation of additional conduit as required. 2.1 Installation of mainframe, master stations, sub stations, camera, monitors, digital video recorder, proximity readers, conduit, and all other equipment as listed in the proposal. 2.1.2 The Contractor will install an additional outdoor security camera, as listed in the proposal, with all applicable power supply and mounting hardware so as to enable monitoring of all eight new vehicular and pedestrian gates. The camera will be installed so as to allow monitoring to be controlled in both Building 2-4953 (in the Security Office and the Help Desk) and the Guard House. PVC conduit into Building 2-4953 and the Guard House for access and network drops is existing. 2.1.3 Systems will be installed to allow the monitoring of all of the security cameras, and intercoms monitoring Rea Lane Gates, (two vehicular and two pedestrian) and the activating of the four gate releases from Building 2-5350, (319th MI BN). 2.1.4 The Contractor will install additional intercom systems and proximity readers, as required, on each of the four pedestrian gates and four vehicular gates to include inside activated gate release in Room 3, (Security Office) and Room 114, (Help Desk) of Building 2-4953, and the Guard House. 2.1.5 The Contractor will train system operators. 2.1.6 The Contractor will make final test of all equipment for the approval of GISA. 2.1.7 Any software being supplied under this statement of work must be provided pursuant to a license. GISA agrees not to duplicate, reproduce, copy all or any part of the software or to use any of the software on equipment other than the designated equipment with which it was furnished without express written permission from an authorized representative of licensor. 2.1.8 GISA will provide access to the existing security access system to insure new equipment is successfully integrated into one combined security system. GISA will move any existing furniture/equipment to facilitate installation of equipment. 2.1.9 GISA to provide all gate locking hardware and a dry set of contacts for gate opening. 3.0 SECURITY AND PRIVACY. 3.1 Security Fort Bragg is a closed base. Information required by the contractor is considered sensitive information and appropriate safeguards shall be implemented. All contractor personnel assigned to this task will have access to information that is subject to the Privacy Act of 1974. The Contractor is responsible for ensuring all contractor personnel are briefed on Privacy Act requirements. 4.0 PERSONAL SERVICES GSA meets the needs of its clients for information technology support through non-personal services contracts. To counter the circumstances that infer personal services and to preserve the non-personal nature of the contract, the Contractor shall adhere to the following guidelines in the performance of the task. 4.1 Provide for direct supervision of all contract Employees assigned to the task. 4.2 Refrain from discussing the issues such as skill levels and hours, salaries, cost and funding data, or Administrative and personnel matters affecting contractor employees with the client. 4.3 Ensure close communication/coordination with the GSA Information Technology Manager (ITM), reporting problems to the ITM as they occur (not waiting for a monthly meeting). 4.4 Do not permit Government Officials to interview potential contractor employees, discuss individual performance, approve leave or work scheduling of contractor employees, terminate contractor employees, assist contractor employees in doing their jobs or obtain assistance from the contractor in doing Government jobs. 4.5 Do not assign contractor personnel to work under direct Government Supervision. 4.6 Maintain a professional distance from Government Employees. 4.7 Provide contractor employees with badges, if appropriate, identifying them as contractors 4.8 Ensure proper communications with the Government (Technical Discussion and Government Surveillance is permissible, but the Government cannot tell the contractor how to do the job). 4.9 Assign a Task Leader to the task order. The Task Leader or alternate should be the only one who accepts tasking from the assigned Government point of contact or alternative. 4.9.1 Use of SOR for each project will document and manage the work and to define the details of the assignment and its deliverables. 5.0 PERFORMANCE MATRIX. The contractor shall use the matrix below to propose, for each functional area described in Section 2.0 of this SOW, what the performance levels will be to satisfy the requirements of this task order. The Government reserves the right to discussion and negotiates any proposed deliverable, measurement, standard or method of surveillance proposed by the contractor. Deliverable or Services Required (1) Measures of Success and Indicators (2) Standards - Criteria Acceptable Quality Level (3) Maximum Error Rate (4) Method of Surveillance (5) State the end results or outputs that will be the minimum acceptable level. Include all deliverables, submittals, and reports, etc. For each requirement state feature(s) of each end result in Column I that be measured quantitatively or qualitatively For each indicator, state a performance level that, when met, means the task has been performed satisfactorily (A standard tells ?What success Looks Like?) For each standard, state what the maximum acceptable error rate will be in applicable For each standard, state the method used to check performance (e.g., random sampling, 100% inspection, periodic inspection, customer input Include any positive incentives. If incentives are proposed, there should be a link between profit and quality of performance. 6.0 QUALITY CONTROL: 6.1 In compliance with the Statement of Work (SOW), the contractor shall provide and maintain a Quality Control Plan (QCP) that contains, as a minimum, the terms listed in 7.2 to the Contracting Officer (CO) for acceptance not later than the start of this task order. The CO will notify the contractor of acceptance or required modifications to the plan before the task order start date. The contractor shall make appropriate modifications and obtain acceptance of the plan by the CO before the task order start date. 6.2 The plan shall include the following minimum requirements: 6.2.1 A description of the inspection system to cover all services listed on the Performance Matrix. The description shall include specifics as to the areas to be inspected on both a scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspectors. Additionally, control procedures for any government provided keys or lock combination should be included. 6.2.2 A description of the methods to be used for identifying and preventing defects in the quality of service performed. 6.2.3 A description of the records to be kept to document inspections and corrective or preventive actions taken. 6.2.4 All records of inspections performed shall be retained and made available to the government upon request throughout the task order performance period, and for the period after task order completion, until final settlement of any claims under this task order. 7.0 QUALITY ASSURANCE: The government will evaluate the contractor?s performance of this task order. For those tasks listed on the Performance Matrix, the client representative, COTR, or evaluators, will follow the method of surveillance specified in task order. Government personnel will record all surveillance observations. When an observation indicates defective performance, the client representative, COTR, or evaluators will request the task order manager or representative at the site to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation. Only acknowledgement that he or she has been made aware of the defective performance. Government surveillance of tasks not listed in the Performance Matrix or by methods other than those listed in the Performance Matrix (such as provided in the Inspection of Services clause) may occur during the performance period of this task order. Such surveillance will be done according to standard inspection procedures or other tasks order provisions. Any action taken by the CO as a result of surveillance will be according to the terms of this task order. B. Period of Performance: 60 DAYS ARO C. After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201); FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The proposed contract action is to add cameras and security equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-2.
