Description
Purpose: The purpose of Phase I of this Solicitation is to select no more than ten (10) firms to participate in Phase II of the Solicitation process where the Government will select up to four proposals considered in the best interest of the Government using the best value continuum and tradeoff process in a negotiated acquisition for contract award. General Overview: This procurement will result in the award of up to four (4) separate Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts for Roofing. The project title is "Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for Roofing for the Pensacola Region”. This procurement will be a single solicitation using a two-step process resulting in the award of four IDIQ MACC Contracts for a base and three option years, each with a minimum guarantee of $25,000.00, and not-to-exceed amount of $2,500,000.00 per year per contract. The guaranteed minimum of $25,000.00 applies to the life of each contract. The total not-to-exceed for the base and three option years for all four contracts is $40,000,000.00 ($10,000,000.00 per contract). Projects assigned to the IDIQ contracts will use the Multiple Award Construction Contract (MACC) approach to scope and price the work. The requirement for construction schedules will be determined prior to the issuance of each task order. The work will be ordered by individual task order on an "as needed as required basis". Task orders may range in value from $2,000.00 to $1,500,000.00, with multiple simultaneous orders at various locations possible. After award of the initial contract(s), contractors will compete for task orders based on a best value, low price or low price technically acceptable to the Government basis. Construction schedules will be determined prior to the issuance of each task order. If a minimum of two offerors remain in the pool during contract duration, this will satisfy the competitive requirements and preclude the necessity of soliciting for a replacement contractor if for any reason one of the contracts is terminated or one of the offerors is excluded from participation in the process. Small Business Set-Aside: This overall procurement is being advertised on an unrestricted basis, with one contract reserved for award to a qualified 8(a) Small Business firm, and one contract reserved for award to a qualified HubZone Small Business firm, the remaining contracts will be awarded on an unrestricted basis using full and open competition. The NAICS Code for this procurement is 238160, Roofing Contractors, and the Size Standard is $13M. The Government will include all applicable price evaluation preferences in its evaluation. The seed project will be awarded on a "Best Value" basis, and subsequent task orders competed among the successful contractors. Phase I Proposal Evaluation: Phase I of this procurement will result in a narrowing of offerors to approximately seven to ten firms based on technical evaluation factors that include: Factor A – Past Performance, Factor B – Technical Qualifications & Experience, Factor C – Scheduling, and Factor D – Small Business Subcontracting Effort. These Phase I factors relate to the base year and three option year IDIQ contract requirements for repair and/or replacement of the following roof systems and all associated work to include temporary roof repairs and dry-ins: BUILT-UP ROOF MODIFIED BITUMEN ROOF EPDM SINGLE-PLY ROOF ASPHALT SHINGLE ROOF TILE ROOF METAL ROOF WATERPROOF ELASTOMERIC ROOF COATING The seed project requirements and contract specs will be added by amendment at the conclusion of Phase I. Pre-Proposal Conference: A non-mandatory pre-proposal conference is scheduled for 1:00 PM on Thursday 13 April 2006 at the main conference room of the NAVFAC ROICC Office, bldg. 746, 520 Turner St. NAS Pensacola, FL.
