Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12, Acquisition of Commercial Items, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote, solicitation number SP3100-6186-3016. The Defense Distribution Center (DDC) located in New Cumberland, Pa has a requirement to purchase an Enterasys Netsight Enterprise Suite Network Management Application. Netsight Enterprise Suite is a software program which will be downloaded on the DDC HQ Local Area Network (LAN) server located in New Cumberland, PA. The hardware and software package will be physically located at DDC HQ, but each remote site (all DDCs located in the continental United States) will have access to and be able to utilize the resource. This is a brand name acquisition due to compatibility and standardization. A written justification to limit sources has been executed in accordance with FAR 6.3. Additional information is available from the Contract Specialist POC. This solicitation is unrestricted. The associated North American Industry Classification (NAICS) code is 511210 and Small Business Size Standard is $23.0M. CLIN 0001 is for Enterasys Netsight Enterprise Suite which includes the following: a. 1 Each; P/N NSNS-U; Netsight Bundle Unlimited Enterprise Suite; b. 1 Each; P/N ES-SAS-S16; SupportNet Software Application Service (includes web support, 24x7 phone support, major/minor/maintenance, updates, and upgrades); c. 1 Each; P/N PS-CSS830-001; Professional Services per Enterasys document #1025505A0.MEB; d. 1 Each; P/N PS-EXP820-001; Professional Services Expenses per Enterasys document #1025505A0.MEB. Offerors shall provide the unit price for each component and the total amount, inclusive of shipping costs (FOB Destination). Equipment shall be shipped to the Defense Distribution Center, DDC J6N, Bldg 54, Door 8, New Cumberland, PA 17070. Note: Delivery of the Enterasys Netsight Enterprise Suite Network Management Application is required no later than 30 days after receipt of order (ARO). The period of performance for the SupportNet Software Application Service P/Ns ES-SAS-S16 and Professional Services PS-CSS830-001 and PS-EXP820-001 is 1 October 2006 through 30 September 2007. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-12. The following clauses are incorporated for purposes of this notice and will be included in the contract award document by either reference or full text: FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS; FAR 52.212-3; OFFEROR REPRESENTATIONS AND CERTIFICATIONS; FAR 52.212-4, CONTRACT TERMS AND CONDITIONS; FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS- COMMERCIAL ITEMS to include FAR 52.203-6 (ALT I), 52.219-8, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-36, 52.239-1, 52.247-64); DFARS 252.212-7001, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS; AND DFARS 252.212-7000 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS. Offerors must submit a completed copy of FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS with the price offer or may complete the representations and certifications on the internet at http://orca.bpn.gov. Failure to include the certifications along with a price proposal will render an offeror ineligible for award. These clauses may be viewed at http://farsite.hill.af.mil/. Additional required clauses other than those above may be included as Addenda on the award document. Evaluation for award shall be in accordance with FAR Part 13, Simplified Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or Offers. The Government intends to award a Firm-Fixed Price contract resulting from this notice on an all or none basis to the responsible offeror whose offer is the lowest price which meets the delivery requirements. Contractors must be capable of accepting electronic fund payment for this procurement. ALL SOURCES MUST BE REGISTERED IN THE CENTRAL CONTRACT REGISTRATION DATABASE, http://www.ccr.gov/, or an award cannot be processed.
