Description
THIS AMENDMENT IS ADD SPECIAL NOTES TO THE SOLICITATION. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written request for quotes will not be issued. (ii) The reference/solicitation number is PR57338 and the solicitation is issued as a request for quote (RFQ). The combined synopsis/solicitation will result in a purchase order. (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http:// www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar.html . (iv) THIS SOLICITATION UTILIZES FULL AND OPEN COMPETITION. SET-A-SIDE FOR SMALL BUSINESS APPLY TO THIS EFFORT. The associated NAICS code for this effort is 3391111 and small business size standard is 500 employees. (v) This requirement is for: Seed Examination X-ray machine will be set up in a designated area attached to an existing electrical connection. It will be used to perform pest detection activities through Digital Imaging System utilizing 2 inch by 4 inch rectangle imaging area and using software. Equipment description: This shall include, but not limited to the following features and characteristics: 1. Specimen Radiography System with 2" by 4" digital camera. 2. Possess ability for multiple camera angles allowing for vector detection capabilities. 3. Develop rapid image (no more that 8 seconds). 4. Magnification capabilities from 1.5-5X 5. Adjustable tray height 6. Safety features with no OSHA license, nor radiological test required. 7. Digital component that creates files to save on computer 8. Camera system with cables and PCI card 9. Specimen radiography controller 10. Dimensions: 17" W, 18.5" D, 29" H 11. Monitor, LCD, 1600 X 1200 12. DICOM 3.0 compliant 13. Mouse pad 14. Software, Specimen DR, VER 3.0.0 15. PCI card, CCD Camera 16. Specimen system/Installation 17. 120 V Compatibility : X-ray machine must be compatible with existing electrical fixtures. Submittals: Vendor must provide: 1. Manufacturer's specifications and technical data including detailed specifications of construction and fabrication. 2. Specifications for assembly detail, locations of mechanical and electrical rough-ins, and installation details. 3. Certificate of inspection to certify X-ray machine was factory tested to the equipment specifications 4. Operating and maintenance manuals. SPECIAL NOTE: MANUFACTURER'S QUALIFICATIONS: MUST BE CURRENT MANUFACTURER WITH ACTUAL PRODUCTION EXPERIENCE IN X-RAY MACHINES. Delivery: Vendor must off load and deliver products in original unopened packaging with legible manufacturer's identification. Equipment must be protected from damage by the elements and construction procedures. Warranty: One year limited warranty parts and service. Seller warrants capital equipment to be free from defects in material and workmanship under normal use and operation for a period of one year after the date of installation. Initial Examination: Installer must examine area and conditions under which work is to be performed and identify conditions detrimental to proper or timely completion. Installer will not proceed until unsatisfactory conditions have been corrected. Installation: 1. Comply with manufacturer?s recommendations 2. Place units in final location after preliminary work has been completed. Verify that clearances are adequate for proper operation of equipment 3. Vendor is responsible for final hook-up of all necessary utilities within six feet of the X-ray. Adjustments: 1. Test each item of equipment to verify proper operation. 2. Verify that accessory items required have been furnished and installed. Cleaning: Remove all packing material and leave unit in clean condition, ready for operation. SPECIAL NOTE PARAGRAPH AMENDED Maintenance/Demonstrations: Vendor must demonstrate the operation of the installed X-ray machine upon completion of the installation. If applicable, vendor must also perform a calibration of the process measuring equipment. A one-year maintenance program DESIGNED AROUND MANUFACTURERS RECOMMENDED SCHEDULE must be provided to keep equipment operating according to manufacturer?s requirements throughout the warranty period. Expendable and consumable parts are not covered in this program Standards: Compliance with all applicable requirements standards including but not limited to: 1. EPA 2. OSHA (vi) This requirement is for the USDA, APHIS, Plant Protection and Quarantine (PPQ), 4700 River Road, Unit 52 Riverdale, MD 20737. (vii) Delivery and acceptance of deliverables will be FOB destination, USDA APHIS PPQ 4700 River Road, Unit 52, Riverdale, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The following text is added to Paragraph (a) of FAR 52.212-2: (i) technical capability of the item offered to meet the Government requirement (ii) past performance; and (iii) price. Technical and past performance, when combined, is equally important when compared to price. Offerors with no past performance will be rated neutral. A competitive firm-fixed price award will be made to the responsible firm with the best value quote trading off expected value against probable costs. The product at a minimum must meet or exceed the technical specifications: Product description 52.212-1(b)(4) TO INCLUDE PRODUCT LITERATURE, PRODUCT SAMPLES, MATERIAL SAFETY DATA SHEETS, AND TECHNICAL FEATURES. Additional guidance on price is provided under provision 52.212-1 section (g).
