Description

The National Oceanic & Atmospheric Administration (NOAA), ITA intents to renew SAS software licensing from 10/01/2006 through 09/30/2007 using FAR 12 procedures. This acquisition is being procured as a sole source using Other Then Full and Open Competition in accordance with 41 USC 253 (c) (1) and FAR 6.302-1- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code is 511210 and the related size standard is $23M. The Department of Commerce intents to award the firm fixed price requirement to SAS Institute, Inc. Interested parties who believe they can provide the licensing must submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. In accordance with FAR 5.203(a) a written affirmative response must be received no later than 3 business days after the publication of this synopsis. Please submit response to thomas.fout@noaa.gov
