Description
Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Management Division (CRAD), 601 East 12th Street, Room 1756, Kansas City, Missouri 64106. This is a combined synopsis/solicitation for software and services for a digital asset management system prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Request for Quote (RFQ) issued by for the United States Department of Commerce (DOC), Office of Habitat Conservation, National Marine Fisheries Service in Silver Spring, MD for a fixed-price agreement to install, customize and train on Canto, a digital asset management system. This constitutes the only RFQ, written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFP No. NFFK000-6-00480. This is a small business set-aside. The NAICS code for this action is 443120. Size standard $8.0M. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. SECTION B - SOLICITATION CLAUSES The supply is to be provided in accordance the following clauses. The FAR clauses incorporated into this acquisition, shall be: 52.212-4 Contract Terms and Conditions ? Commercial Items (Sept 2005), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Aug 2006) (Sections 5, 15, 16, 17, 18, 19, 20, 23,26,31), 52.204-9 Personnel Identity Verification. The following Commerce Acquisition Regulations (CAR) clauses and provisions are also incorporated into this acquisition by reference and are also located in Section B: 1352.201-70 Contracting Officer?s Authority (March 2000), 1352.201-71 Contracting Officer?s Technical Representative (Feb 2005)(to be determined at the time of award), 1352.247-72 Marking Deliverables (March 2000), 1352.246-70 Inspection and Acceptance (March 2000)(Inspection and Acceptance will be performed at the NMFS office in Silver Spring MD), 52.211-8 Time of Delivery, (Delivery date to be identified at the time of award); 52.247-34 F.O.B. STATEMENT OF WORK A year-long investigation of various off-the-shelf digital asset management products was conducted, along with consideration for developing an in-house solution. Canto Cumulus Enterprise Business Server Solution is the only product that met our requirement to support as robust a web-server interface as the client-server interface. Due to the need to surmount internal firewall/security issues, the web-server interface is critical to maintaining work flow. The digital asset management system (Canto Cumulus) is an integral tool required to assist NOAA?s Restoration Center, Chesapeake Bay Office, Protected Resources, Sustainable Fisheries, and Program Coordination Office in 1) creating workflow efficiencies, 2) improving our ability to deliver products to/for the public, 3) meeting our need to organize, track, share, and readily use our amassing digital assets, and 4) facilitating a one-NOAA approach to digital asset management and information sharing. Project Requirements 1)Software a.Contractor shall be a certified 3rd-party vendor of Canto Cumulus Enterprise Business Server Solution 2)Software Installation a.Software solution will require on-site installation on agency?s server. b.Contractor shall provide on-site training for NOAA software maintenance and support personnel. c.Past experience training Federal agency personnel required. 3)Software Customization Training a.Contractor shall understand specific end-user requirements, particularly the need to potentially eventually merge digital assets into NOAA?s Electronic Document Management System. b.Contractor will provide software customization to meet workflow needs and expectations. 4)Implementation Training a.Contractor shall be able to provide on-site training for end-users in a ?Train-the-trainer? format regarding software Options with an introduction to the Cumulus architecture and the Options architecture. b.Past experience training Federal agency personnel required. 5)Web Application Training a.Contractor shall be able to provide on-site training for Canto Cumulus Web Publisher Pro and Internet Client Pro (ICP), including the highest level of customization using ICP. b.Past experience training Federal agency personnel required. 6)Delivery a.Installation to be completed within 30 days after contact award. b.Customization training to be activated and completed within 60 days of award. c.Support (on-going) not to exceed 25 hours. The government intends to make an award to the lowest-priced responsive responsible quoter conforming to all of the terms identified in this Request for Quotation. SECTION D ? FAR PROVISIONS The FAR provisions, located in Section D, that are hereby incorporated into this acquisition shall be: 52.212-1, Instruction to Offerors ? Commercial Items (Jan. 2005), 52.212-3 Offerors Certification and Representations-Commercial Items (June 2006). SECTION E ? ADDITIONAL INSTRUCTIONS TO OFFEROR The Central Region Administrative Division (CRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
