Description
The purpose of this amendment is to incorporate answers to qustions received from potential offerors regarding this solicitation. QUESTION 1: Is it possible to access a copy of the existing Botswana curriculum to understand how much needs to be done to alter the current content? ANSWER 1: The current Botswana curriculum has already been pilot tested and has undergone a set of revisions since the pilot test. However, they are still Botswana specific and need to be made generic. Therefore, the curriculum is not available for the public at this time however; it will be given to the winning vendor. QUESTION 2: In terms of making the materials generic, does CDC want to make them generic for use in all regions of the world? ANSWER 2: In regions with high TB and HIV burdens, including Africa, Asia, Latin America, etc. QUESTION 3: Will the intended target audience remain the same for the generic materials?TB and HIV staff at district level who will train front-line staff to do surveillance? ANSWER 3: Yes district level staff will learn both technical materials and the training methodology which will prepare them to train front line staff on the technical content. QUESTION 4: The Task Force for Child Survival and Development is an approved MOBIS contractor. Can we submit our proposal as a MOBIS contractor? ANSWER 4: No. The procurement will be awarded under Simplified Acquisition procedures. QUESTION 5: Is there a dollar amount that this contract cannot exceed? ANSWER 5: This is a Simplified Acquisition with a $100,000 threshold. QUESTION 6: Does "technically acceptable lowest price" mean that the program does not have to accept the lowest bid if there is an appropriately priced, technically better proposal? ANSWER 6: This means that the award goes to vendor that meets the minimum vendor qualifications and has the lowest bid. QUESTION 7: I did not see where the proposal should be submitted. The Brandywine street address? Is there a particular form that we should use? A restriction on the number of pages? How many copies should we submit? ANSWER 7: The proposal should be preferable emailed to Ronnie Francis at efi8@cdc.gov or faxed to (770) 488-2688. If mailed send to: CDC, 2920 Brandywine Road, MS-K75 Attn: Ronnie Francis, Atlanta GA 30341. Responses must be received in this office by the response date. There is no page number restriction or particular format for proposal submission. Only one copy, preferably electronic, is needed. QUESTION 8: Were the Botswana training modules developed by CDC staff or by an outside contractor or vendor ANSWER 8: By CDC, WHO, and International Union Against TB and Lung Disease staff QUESTION 9: If the answer to #1 above is outside contractor or vendor, please identify who that was. ANSWER 9: See answer #8 QUESTION 10: Which CDC group will provide oversight for this work? ANSWER 10: Division of TB Elimination, International Research and Programs Branch QUESTION 11: Could you provide a funding range for this work? ANSWER 11: No there is no funding range. QUESTION 12: What is the upper funding limit of a purchase order? ANSWER 12: This is a Simplified Acquisition with a $100,000 threshold. QUESTION 13: With respect to the color cover and spine to be produced and delivered (n=200 copies), is this a front cover only or is a back cover to be included as well? ANSWER 13: Include a color back cover as well QUESTION 14: Is there a specific form or set of forms on which we should submit our quote? (i.e., SF 18 etc) ANSWER 14: No. There is no specific format. QUESTION 15: Is there a page limit for the capability statements, and if so what is that limit? ANSWER 15: No there is no page limit but please submit only documentation that will substantiate the minimum vendor requirements QUESTION 16: Task 7 indicates the vendor will "collate contents of each manual for delivery to CDC", does this mean that CDC will provide the binders for the training manual or should the vendor include pricing for 200 binders in the quote? ANSWER 16: Please include the price of the binders in the quote. QUESTION 17: Do you plan on awarding this project in within this fiscal year? ANSWER 17: Yes QUESTION 18: Is there an incumbent for the program. ANSWER 18: No there is no incumbent QUESTION 19: What is the program office and who is the program manager for this project? ANSWER 19: All questions or correspondence relating to this procurement must be presented to the Contracting Office. QUESTION 20: Is there a ceiling value? ANSWER 20: See answer #5 ALL OFFERORS MUST BE REGISTERED IN CCR ON THE AWARD DATE, 09/13/2006. YOU CAN REGISTER IN CCR AT WWW.CCR.GOV
