- The Food and Drug Administration intends to procure on a sole source basis professional services from Charles Gunzburg, Rockville, MD 20857 for knowledge in the diagnostic x-ray program areas including knowledge of the federal statutes and regulations, field operations associated with diagnostic x-ray equipment and equipment testing, and manufacturer inspectional techniques. He will train, counsel and test students as part of the mammography inspector course (Course III). He has extensive detailed knowledge of both the x-ray compliance program and the mammography inspection program. Period of Performance will be October 1, 2005 to December 31, 2005. Scope of Work: Responsible for the planning, designing, and development a workplan. Design requirements for the projected inspection program and associated inspection procedures, provide an initial draft of an inspection program and associated procedures and facilitate meetings with the project officer and deputy division director pertinent to these elements. Design the requirements for the projected training program, draft an agenda for the training and develop the requirements for the required blocks of instruction. Assist the DDB with its normal operations workload. Participate in Course III for the mammography inspectors and will specifically give any lecture requested, be available for student questions and participate in the testing of the students. Charles Gunzburg is experienced in the x-ray area including first hand knowledge of factory inspections, field measurements and the compliance program. He is qualified to analyze the needs of a new factory inspection program due to his experience in performing these in the past and his ability to incorporate this knowledge of the evolving industry and products coupled with his radiation risk knowledge. He is ideally suited to generate the plan for inspection along with the training needed to educate ORA field personnel to successfully perform the inspections. Charles also has been active with the mammography program from its inception to the present. He is an expert on the facility inspection function and is ideally suited to instruct, counsel and test student inspectors. He is expert in both the x-ray compliance and mammography inspection programs. This acquisition will be conducted under simplified acquisition procedures. The NAICS code classification is 611430. This notice is not a request for proposals and no solicitation documents exists for this requirement. However, publishers interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same products and services. All capability statements received by 2:00 p.m., EST, September 13, 2006 will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
