- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to Lynn K. Baumeister, 9039 Sligo Creek Pkwy Ste 1715, Silver Spring, MD 20901-3358. This is to conduct usability evaluations on the My Family Health Portrait (MFHP) - a web-based tool that allows individuals to record their family health history. Along with various agencies within the Department of Health and Human Services (HHS) the Surgeon General created a new computerized tool to help make it fun and easy for anyone to create a sophisticated portrait of his or her family?s health. As a result of a survey, several additional features are in the process of being implemented. An evaluation of the web-based tool with all of its old and new features must be tested and evaluated before being released to the public. This is to be done in three phases: 1-targeted informal usability testing on mockups of specific screens; 2-comprehensive usability testing on MFHP; 3-measure satisfaction levels (post launch of new features). The evaluation criteria that will be utilized to review the response submitted in response to this solicitation will be as follows: 1) understanding of the technical requirements and specifications of the equipment; 2) qualifications of personnel; and 3) past performance. The sole source determination is based on the fact that Ms. Baumeister has been involved in analyzing feedback collected in previous surveys of this tool. Her understanding of the projects history, objectives, and team structure gives her a unique knowledge and experience that would be valuable to this effort. By awarding this contract to someone else the government would lose both time and money in training. Ms. Baumeister would be able to continue with work already begun under P.O. MD515004. The North American Industry Classification (NAICS) Code is 541519 and the Size Standard is $23.0M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
