Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to Gene DX, Inc, 207 Perry Pkwy, Gaithersburg, MD, 20877. This purchase is to provide training for fellows enrolled in the Metropolitan Washington, D.C. Medical Genetics Residency Program. In order to meet the board certification of competency the trainees must have laboratory experiences in cytogenetics, biochemical genetics and molecular genetics. It is further necessary for the trainees to see patients with genetic disorders under the direction of an ABMG board certified geneticist. The lab experiences must include molecular diagnostic testing in neurodegenerative disorders, late onset disorders, imprinting disorders, mental retardation, neuromuscular disorders and metabolic diseases. The evaluation criteria that will be utilized to review the response submitted in response to this solicitation will be as follows: 1) understanding of the technical requirements and specifications of the equipment; 2) qualifications of personnel; and 3) past performance. The sole source determination is based upon the fact that due to the wide array of molecular diagnostics testing required there are no other programs in the Washington, D.C. Metropolitan Area that provides such extensive training. Awarding this purchase order to another organization would result in deficient training of the fellows working in the laboratories of NHGRI and thus would effect the ongoing laboratory research and threaten the investments already made by the government. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.5M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
