Description

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) propose to enter into a Federal Supply Schedule (FSS) order on a basis other than full and open competition in accordance with FAR Part 8. This action is under the authority of FAR Subpart 8.405-6(3): 'The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer'. In this particular case, IBM is the only manufacturer of RELRES (NORA) and ESCgov, Inc. is the sole provider/distributor of this product. This is a follow-on procurement to a system already installed. The primary purpose of this procurement is to increase the RELRES (NORA) licenses from 70 million records to 400 million records in support of ICE's law enforcement mission, along with the associated installation, configuration and support. This procurement is for a one-year base period that runs from September 30, 2006 to September 29, 2007. This synopsis is for information purposes only. See note No. 22.
