Description
HUD is issuing a combined synopsis/solicitation for commercial items to obtain contractor services to provide secure internet-based direct on-line access to the contractor's comprehensive information and reports on sanctions and administrative actions taken against companies and other participants and practitioners in the mortgage lending and real estate industries. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. The solicitation number is R-OPC-23069 and is issued as a Request for Proposal (RFP). As part of its overall risk management strategy and to support program initiatives, staff in the Office of Single Family Housing, Office of Lender Activities and Program Compliance (OLAPC), need access to an on-line databases that provides comprehensive information and reports regarding sanctions and administrative actions taken against companies and other participants and practitioners in the mortgage lending and real estate industries. Sanctions and administrative actions include but are not limited to suspensions, debarments, denials of licenses, fines, civil money penalties, indictments, and convictions. At a minimum, the required information will include the name, date, nature of the sanction, and the name, address, telephone number, and point of contact of the entity issuing the sanction. The contractor shall maintain a database of federal, state, and local government sanctions, as well as non-public actions against lenders/entities and individuals. The database shall also include current federal, state, and local government mortgage lending licensing information on the lenders/institutions and individuals. The contractor shall provide HUD access to the licensing and sanctioning information pertaining to the lender/applicant and their principals. The database shall be searchable by names and other identifiers, such as Social Security and Employer Identification Numbers. PLEASE NOTE: This is not a solicitation to create a new product, nor is this a resale item. Proposals must include access to a commercial off-the-shelf item. The vendor shall provide all services and products necessary to accomplish all project objectives. Proposals that do not include access to an Existing Database will not be considered. All acceptable proposals must be within the requisite price range of $200,000 to $240,000 for the entire term of the contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, effective August 4, 2006. Supplemental documentation that includes the Statement of Work, which outlines the service to be performed, can be downloaded from the HUD internet site at: http://www.hud.gov/offices/cpo/contract/opc23069.cfm. The associated North American Industrial Classification System (NAICS) code for this requirement is 518111 with a small business size standard of $23 million; however, this requirement is Full and Open. All properly submitted contractor proposals will be considered. Applicable provisions and clauses may be downloaded from the HUD web site. The contract resulting from this solicitation shall be Firm Fixed Price for a period of twelve (12) months with three (3) twelve (12) month options. HUD shall utilize best value when selecting awardees. Best value allows HUD to consider an award to an offeror who is other than the lowest priced or other than the highest technically rated. Each offeror must submit a technical and cost proposal and complete the Representations and Certifications contained in Attachment B (which can be downloaded from the HUD internet site at: http://www.hud.gov/offices/cpo/contract/opc23069.cfm) or downloaded from web site http://orca.bpn.gov. Additionally, each offeror must complete the Price Schedule contained in Section B (including all documentation to support proposed pricing, such as catalogs, commercial price lists, etc.) along with all requested documentation in Attachments A and B. The technical and cost proposals will be rated against evaluation factors, located in the supplemental documents, which can be downloaded from the HUD internet site at: http://www.hud.gov/offices/cpo/contract/opc23069.cfm. Proposals are due on Friday, September 15, 2006, by 2:00 p.m. Eastern Standard Time. Offers received after this specified date and time will be considered late and will not be evaluated. Proposals shall be submitted in two (2) parts - one for pricing information and the other for technical information - as described herein. Additionally, all proposals shall be limited to five (5) pages, not including cost or past performance information. Pages beyond that limit will not be evaluated.
