Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Federal Bureau of Prisons, Federal Correctional Institution (FCI), located in Seagoville, Texas intends to make a single award of a firm-fixed unit price/requirements type contract to a responsible small business entity for the provision under RFQ-51402-0006-7 for the rental of four (4) Electric Refrigerated Storage Containers for a 12 month period. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. DESCRIPTION / SCHEDULE: These containers shall be delivered Monday through Friday between the hours 7:30 a.m. thru 11:00 a.m. and 12:00 p.m. thru 3:00 p.m. with the exception of Federal Holidays. The required containers shall be delivered no later than 10 working days after receipt of an order. In general, delivery orders may be issued only by the Contracting Officer, Administrative Contracting Officer, or an ordering official for the institution with an appropriate certificate of appointment or a delegation of authority for commercial purchase card purchases. Warrant Contracting Officer will determine the supplies needed for the upcoming week and notify the contractor of the expected requirements. GENERAL INFORMATION: The minimum generic requirements of these storage containers are as follows: 48' Length x 8' Width X approx. 9'6" Height, Electric Refrigerated Storage Containers, electric, equipped with 208 volts, 3 phase, and with the capabilities of reaching and maintaining a temperature of 0 degree Fahrenheit or below. The Rental shall be a full maintenance - walk away contract- all costs associated with the regular maintenance and services of the units shall be included in the monthly rental charge offered. 24 hour breakdown assistance shall be available. Once the contractor is contacted, if service is not provided within the 24 hours time frame the contractor will be responsible for replacement costs of the food and/or rental charges for the month(s) will be waived until a fair market value is reached for the lost food items. The government reserves the right to award without discussion; therefore, the initial quote should contain the quoters best terms from a price standpoint. Quoters are hereby notified that an offer of contract award shall be extended to the responsive/responsible quoter submitting the lowest price, technically acceptable quote. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Full text copies of Justice Acquisition Regulation (JAR) clauses or BOP clauses may be requested in writing from the Contracting Officer. OTHER CONTRACT TERMS AND CONDITIONS: A resultant contract will be a requirements/firm fixed price type contract. The Government reserves the right to increase or decrease the quantity to meet the needs of the institution. It is anticipated that contract award resulting from this solicitation will be made approximately October 1, 2006. The Government will make award to the responsible offeror whose offer conforms to this solicitation and is most advantageous to the Government. Contractor must deliver these trailers within thirty (30) days from date of award. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Quoters are advised that the Contracting Officer will verify registration in the Central Contractors Registration database (www.ccr.gov) and the Online Representations and Certifications Application (orca.bpn.gov) prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration may result in elimination from consideration for award. The North American Industrial Classification System (NAICS) code for the service is 532120. Quoters are further advised to mark each individual item within their quote considered privileged or confidential under the Freedom of Information Act with notification that the data is considered confidential and privileged and not subject to mandatory disclosure under the FOIA.
