Description
The Federal Aviation Administration (FAA) intends to award a single-source contract to Jerry Thompson & Associates Inc., (JTA) to provide uninterrupted implementation and program support for the TMA Program Office. The existing support contract cannot be extended beyond its current period of performance, which ends on September 15, 2006, due to circumstances beyond the control of the TMA Program Office. The new single source bridge contract to the incumbent is intended have a period of performance of three (3) months, starting on September 16, 2006, with an estimated value of $1M. This three (3) month bridge contract should allow sufficient time for the FAA to conduct a follow-on competitive procurement, planned for award in FY 2007. The specific TMA program support required include risk management, metrics, training, deployment, implementation, operations and maintenance. The support is required by the TMA Program Office as well as the field sites. More specifically the contractor shall: ?? Assist in implementation of TMA and CTAS software tools at designated TMA sites. ?? Support development of implementation plans, ?? Provide assistance in testing and evaluating TMA tools during shadow mode operations prior to integration into the NAS, ?? Support training and implementation for Air Traffic and Airway Facilities, ?? Provide installation and relocation support for hardware, ?? Identify risks and develop mitigation strategies relating to hardware and software deployment and installation, acceptance of tools, integration, and configuration issues for early resolution, ?? Participate in TMA implementation team work and meetings, ?? Communicate issues and problems to the Program Office, and ?? Provide other support as required to the Program Office management team. A competitive solicitation is not available for this procurement. If your firm does not agree with this single-source determination, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
