Description
The VA Pittsburgh Healthcare System intends to issue a sole source procurement to Beckman Coulter Inc., 250 S. Kraemer Blvd., Brea, CA under the authority of FAR 6.302-1. This procurement is to obtain an Aliquoter Upgrade to the existing Total Laboratory Automation System. This upgrade has the ability to eliminate the manual process of aliquotting specimens sent to reference laboratories and other laboratory sections outside of the Core Laboratory, and provide for automated labeling of the secondary aliquot tubes and specimen transfer process. This Upgrade consists of a Serum Level Detector to determine the interface between the cell clot and the silicon separator, transmit specimen volume information to the automation system computer and use information to calculate the available serum; a Secondary Tube Labeler to print bar-coded labels and apply to up to three aliquot tubes; and an Aliquot Unit to accept primary specimen tube and aliquot the specimen into the secondary aliquot tube. Using the information from the automation system computer, it then dispenses the exact amount of specimen required for each aliquot tube. The Aliquoter Upgrade is to be used in conjunction with the current Total Laboratory Automation System and must be able to be integrated with the existing automation system and laboratory instruments. It is the belief of the Government that there is currently only one responsible source capable of providing this equipment to satisfy the agency requirement. A determination by the Government not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This is not a request for competitive quotes; however, any firm that believes it can meet the requirements may give written notification, accompanied by supporting evidence in sufficient detail to demonstrate the ability to comply with the above requirements, to the contracting officer within ten (10) days from the date of publication of this synopsis. All responses must be in writing via e-mail to Cheryl.Weidner@med.va.gov or faxed to 412-365-5451. If no responses are received, VA Pittsburgh Healthcare System will proceed with the sole source procurement from Beckman Coulter.
