Description
The VA Pittsburgh Healthcare System (VAPHS) is seeking a vendor to provide two (2) dark fibers (unmanaged) between the following VA Medical Center locations ("Fiber Network") for network infrastructure: 1. John Heinz II Progressive Care Center, 5106 Delafield Road, Pittsburgh, PA 15215 to VAPHS Highland Drive Division, 7180 Highland Drive, Pittsburgh, PA 15206. 2. VAPHS Highland Drive Division, 7180 Highland Drive, Pittsburgh, PA 15206 to VAPHS, University Drive Division,University Drive, Pittsburgh, PA 15240. 3. University Drive Division,University Drive, Pittsburgh, PA 15240 to John Heinz II Progressive Care Center, 5106 Delafield Road, Aspinwall, PA 15215. The VAPHS requires a dark fiber network which is completely dedicated and will provide a private network for our facilities. Dark fiber is simply defined as fiber optic strands without any electronics connected. The vendor will provision our dark fiber between designated VAPHS locations, and VAPHS will then add our own electronics to the fiber endpoints, thus "lighting" our own dedicated communications network and transmitting the VAPHS traffic. VAPHS will be handed dark fibers with no management services. VAPHS will decide what electronics are on the circuit, the speed of the circuit, and the available bandwith. Vendor will design, engineer, construct and test the Fiber Network between the VAPHS locations. Vendor is responsible for all maintenance and repair of the fiber strands during the lease period. Vendor will provide all single mode fiber inculding jumpers as necessary, provisioned with appropriate ST fiber connectors specified by the VAPHS to interface with our equipment. The vendor will run 12 strands of single mode fiber from the vendor demarc to the appropriate Core server room. Fiber will be terminated in 1U fiber patch panels located in the Core server rack and fiber patch located next to the vendor's demarc. Vendor shall provide all patch panel, installation and terminations. Vendor will provide a Dark Fiber Terminal to be located no more than 50 fee inside the VAPHS buildings fromthe building penetration point. Vendor will extend our demarcation point to the VA specificed switch room at each location. Vendor will provide copmlete network schematic drawings of fiber routes, including all external connections to determine distance limits. The quotation due date is 9/21/06 C.O.B. Award is anticipated o/a 9/25/06. Installation will be completed ninety (90) days from contract award. Pricing will be obtained for engineering and installation costs and monthly recurring lease pricing for 1 year and 3 year periods after installation which will include fiber lease fee and ongoing maintenance services.
