Description
This is not a notice of RFQ issuance. The Air Force is seeking sources capable of performing this requirement. Interested sources should e-mail a technical capability package to TSgt Jennifer LaShawn Nalls at Jennifer.nalls@wpafb.af.mil no later than 1500 EST 14 September 2006. The North American Industrial Classification System (NAICS) code for this acquisition is 334516. This requirement is to provide a MULTIFUNCTIONAL, REAL TIME QUANTITATIVE SURFACE ANALYTICAL IMAGING SYSTEM with IN-SITU EXPERIMENTATION CAPABILITY and MULTI-ANALYTICAL TOOLS. The equipment is needed for ultra-thin analysis of thin surface films. The major technical system requirements that meet the Government's needs are a) The instrument must have the following analytical techniques and tools: Imaging XPS (X-ray Photoelectron Spectroscopy), Auger Spectroscopy, UPS (Ultraviolet Photoemission Spectroscopy), Ion Scattering, In situ heating and cooling. Having these analytical tools will allow new capabilities for experimentation that will fulfill our research needs. b) The instrument must have a hemispherical analyzer size of 160mm or above. This feature provides for the needed energy resolution for our applications. c) The instrument must be able to provide real time, high spatial resolution (4 micron spatial resolution) imaging that can provide quantitative chemical state information without surface damage. This feature will allow us to perform real time in-situ experiments on several scales, from macro to micro scales, and will provide quantitative composition and chemical state data. d) The instrument must have a co-axial electron flood source for charge neutralization. This will allow for in-situ experiments to be run without interference from side-angle flood sources. e) The instrument must have the spectroscopy and imaging detector in the same plane. This allows for exact alignment control between the spectroscopy and imaging detection systems. f) The instrument must have greater than 100 detector elements during spectroscopy mode. This is needed for increased sensitivity of high resolution chemical state information. g) The instrument must have a greater than or equal to 500mm Rowland circle x-ray monochromator. This provides improved spectral resolution that is needed for our tasks. h) The instrument must have chamber geometry that is compatible to customization for future experiments. Our research needs/goals change with time and the instrument must be able to adapt to our changing research directions. In response to this notice, offerors shall submit a technical capability package demonstrating the capability to provide the above requirements.
