- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a quote is being requested and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The reference number for this acquisition is F1JEAD6227A100. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12 (4 Aug 2006) and Defense Federal Acquisition Regulation Supplement change notice 20060814. It is the Offeror?s responsibility to be familiar with applicable clauses and provisions. The North American Industry Classification System (NAICS) for this acquisition is 541511 with a small business size standard: $23,000,000.00. Please identify whether or not you are a small or large business based upon this NAICS. This commercial acquisition is for Contract Line Item Number (CLIN) 0001; One year maintenance for the Doctor's proprietary Dosimetry System to include bug fixes, software updates, and phone support. Due to the nature of this acquisition the Government intends to make this a best value decision. The type of contract anticipated is firm-fixed price. This acquisition is for a 12-month period of performance (PoP) with the majority of services provided to AFIOH, Bldg 140, Brooks City-Base, TX, 78235, FOB destination. The following FAR and DFAR Clauses apply to this combined synopsis solicitation and any subsequent award: 52.212-1 (Jan 2006), Instructions to Offerors Commercial; 52.212-2 (Jan 1999), Evaluation - Commercial Items (Evaluation will be based on technical capability and price); 52.212-3 (Jun 2006), Offeror Representations and Certifications - Commercial Items (Offerors must submit a completed copy with their offer); 52.212-4 (Sep 2005), Contract Terms and Conditions - Commercial Items; 52.212-5 (Aug 2006), Contract Terms and Conditions required to implement statutes of executive Orders - Commercial Items.
