Synopsis / solicitation is full and open competition. ***************************************************************** This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. INCLUDE THIS STATEMENT IF APPLICABLE: This requirement is set-aside 100% for _________. NAICS: SMALL BUSINESS SIZE STANDARD: Scope of work establishes the guidelines for the purchase of Infrared Camera as listed on requirements list [attached]. Prices should be FOB Destination (Robins AFB GA 31098). Request delivery date is 30 days ARO. Justification for Brand Name Only (if appl): (Explain) The following clauses (current through FAC 2005-11, and DFARS Change Notice 20060706) are applicable to subject solicitation: FAR 52.212-1 Instructions to Offerors; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications ? Commercial Items; 52.212-4 Contract Terms and Conditions ? Commercial Items; and 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items; DFARS 252.212-7000, and DFARS 252.211-7003 (Item Identification and Valuation). In accordance with Clause 52.212-2, the evaluation factors shall be price, price related factors and adherence to requirements list [attached]. IAW FAR 52.212-3, Reps/Certs should be completed on-line at www.bpn.gov. Oral procedures will be used for this solicitation. Quotations may be faxed to 478-926-7549 or email eddie.shaw2@robins.af.mil no later than 09-AUG-2006, 5:00 pm EST. The anticipated award date will be by 11-AUG-2006. ***************************************************************** Infrared Camera Requirements Resolution must be 600 X 400 or greater. We will be using the IR camera to look at remote targets and need as much resolution as possible. IR Camera must be capable of taking IR and visual images. We need a visual reference image with our thermals to properly document electrical faults. IR cameras that do not have an integrated visual camera are unacceptable. IR camera should have a built in lamp to illuminate low light targets so that an acceptable visual reference image can be taken. This is necessary for our application as many of our targets are in dark areas and require illumination for proper inspection. Visual camera must be 1.1 mega pixels or greater. Visual camera must have interchangeable lenses to approximately match the Field of View of the available IR lenses. Thermal and visual Images must be in JPEG format. This will allow us to view these images in Microsoft Explorer as thumbnails or include in a Word Document. JPEG?s also allow us to send images to anyone for review without requiring custom software to open. Proprietary image formats are not acceptable. Images that must be converted to a standard format are likewise not acceptable for our use. Must have tilt-able viewfinder and built in 5? or larger LCD. IR camera must have at least an 8 to 1 continuous zoom and pan. IR camera must have auto focus and also be able to be focused manually by hand. IR camera must have a built in laser locator. IR camera must have voice annotation. Camera must run for a minimum of 3 hours on a single battery. Camera must weigh less than 4 lb. IR report generated must be a WORD Document. Proprietary document formats are not acceptable for our intended use. Infrared software must be capable of creating multi-page reports by a simple drag & drop of selected images on to a desktop icon.
