- This is Notice of Intent to Award for commercial services/items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a notice of intent to solicit and negotiate a sole-source order with 3Di Technologies, 105 Eastern Avenue Suite 204, Annapolis, Maryland 21403 for the purchase of seven (7) SIPRNet Tunneling Over Wide Area Network (STOW) VSAT and IP Telephony Systems. This agency intends to issue a purchase order for delivery and installation under the authority of FAR 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements.? DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF ONLY ONE RESPONSIBLE SOURCE OR BRAND: Over 50 SOF Team Locations (Middle East and Southeast Asia) are now using the 3DI VSAT / STOW / iDirect Broadband Satellite system for both Internet (SIPR and NIPR) and IP-Telephony operations. Other manufactures equipment is not compatible due to iDirect proprietary TDMA equipment design. Using the 3DI VSAT / STOW / iDirect Broadband Satellite system equipment maintains consistency with equipment at all SOF Team locations that can be managed by a single regionally located organization (3DI Technologies), using a common set of monitoring software, spares and diagnostic software. The 3DI VSAT / STOW / iDirect VSAT is a fully integrated Network with local Network Monitoring capability at forward locations that allows complete Network management capabilities in a privately controlled Network. IP-Telephony Services are single service provider based, with full business class / enterprise calling features (multiline calling, call forwarding, call conferencing, voice mail, intercom and 4-digiti dialing between all Team locations etc.). Provisioning an alternate Service Provider will not permit cross functionality between Team Location. The 3DI VSAT / STOW / iDirect VSAT has become the VSAT standard for many US Government Organizations (DoD, US State Department and OGA) operating in both the Iraqi Freedom and Afghanistan Operation Enduring Freedom Theaters. 3Di has established personnel competency to support programming of the field deployed KG-175 and KG-250 units required for SIPR operations, including the Network configuration and management of a Private IP Network permitting tightly controlled SIPR traffic routing through US Government approved Teleport facilities. The approval to operate these systems comes form the Joint Staff, specifically the DISN Security Accreditation Working Group (DSAWG). Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for quote. The purchase request number is F2VWCG6181A100, and is being issued as a sole-source Request for Quotation. The solicitation incorporates provisions and clauses as those in effect through Federal Acquisition Circular 2005-04. This procurement is a sole-source Total Set-Aside for a Small Business in accordance with the Small Business Competitiveness Demonstration Program. Delivery shall be multiple site locations in the Middle East and Southeast Asia. NAICS Code is 517410 and small business size standard is $13.5 Million.
