Description
UPDATE: THE FOLLOWING ADDITIONAL INFORMATION IS PROVIDED FOR CLARIFICATION PURPOSES: 1). Current valve manufacture: UNKNOWN. DIGITAL PHOTOS OF VALVE AND MOTOR ARE AVAILABLE UPON REQUEST. 2). Current use of the valve: Used to transfer water from our collection gallery to two (2) different storage structures and distribution systems in the Headquarters/C-Camp districts. HQ storage tank is approximately 110,000 gallons. C-Camp storage tank is 67,000 gallons. Year round operations on these two systems. 3). Operating Pressure: Pressure output from our turbines during normal pumping operations is 43 psi. An initial kick-up of pressure is 50 psi. This pressure spike due to start- up settles out at 43 psi. As this is a VFD operational system the pressure out-put dials down to around 20 psi as the turbine slows to not over pump our collection gallery. 4). Motor control input signal: This is an AC input signal to the motor on this diverting valve ORIGINAL COMBINED SYNOPSIS/SOLICITATION LANGUAGE: Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ), number Q9833060166 and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-12. This is total small business set-aside procurement. The Small Business size standard is 100 personnel. The NAICS is 423720. The contract will be awarded as a purchase order using simplified acquisition procedures in accordance with the provisions of FAR 13.5. The requirement is for providing one (1) each, four (4) inch three (3)-way diverting iron water valve, 8-Bolt Flange pattern, with MP motor to Denali National Park, Mile Post 237 Parks Highway, Denali Park, Alaska 99755. When responding to this RFQ contractors shall provide pricing as follows: CLIN 0001, Provide one (1) each, four (4) inch 3-way diverting iron water valve, 8-Bolt Flange pattern, with MP motor. $_____________. The quote must include all costs of the valve, motor and transportation to Denali National Park, Alaska. The proposed valve and motor shall be capable of providing the following specification: 1. SCOPE. Provide one (1) each, four (4) inch 3-way, 8-Bolt Flange pattern, Diverting Iron Water Valve with MP Motor. Valve must be delivered to Denali National Park, Mile Post 237, Parks Highway, Denali Park, Alaska 99755. 2. REQUIREMENTS FOR THE VALVE: The current valve number is a "VA 3213CA - E011" valve part # and MP 485 motor part #. A digital picture of valve is available upon request. E-mail your request to Andy Toller at Andrew_Toller@nps.gov. 3. SPECIFICATIONS: One (1) each, four (4) inch, three (3)-way diverting iron water valve with an eight (8) bolt flange pattern, with MP motor. Current valve part number is: VA 3213CA - E011. The current part number on the motor is MP 485. 4. DELIVERY: Delivery of the valve will be FOB Destination as follows: Denali National Park, Mile Post 237 Parks Highway, Denali National Park, Alaska 99755, ATTN: Michael Owen. VALVE MUST BE DELIVERED NOT LATER THAN OCTOBER 13, 2006. The following FAR clauses apply to this solicitation, and Offerors may obtain full text versions of these clauses electronically at http://www.arnet.gov/far: FAR 52.212-1, Instructions to Offerors-Commercial Items (January 2006) applies to this acquisition; quotations submitted in response to this RFQ must include: (1) CLIN number and pricing as shown above, full information about the proposed valve (Manufacturer's Literature), and Contractors full name, address, and telephone number. FAR 52.212-2, Evaluation-Commercial Items (JAN 1999) is applicable to this RFQ: (a) Factors for evaluation will include price and past performance on similar type contracts; past performance and price are of approximately equal importance. 52.204-7, Central Contractor Registration www.ccr.gov, Oct 2003. 52.212-3 -- Offeror Representations and Certifications -- Commercial Items (June 2006) An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov . If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision. 52.212-4 Contract Terms and Conditions: Commercial Items, September 2004, 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items (JUNE 2006). The following clauses listed in 52.212-5 are incorporated: FAR 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.225-1, 52.225-13, 52.232-33, 52.253-1. Potential sources having the required valve are invited to submit quotations that will be considered by the agency. Quotations should be written and submitted in a legible format. Submitted quotes shall have the contractor's Tax Information Number, and DUNS Number. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. All quotations must be received not later than September 12, 2006, 5:00 P.M. Local Time. Quotations received after that date and time will not be considered.
