The Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River has a requirement to procure professional sign language/oral/tactile interpreting/transliterating services and other relevant technology and training services in order to provide Reasonable Accommodation to the Deaf and Hard of Hearing under the direction of the EEO Office, for communication access for NAVAIR employees in association with their employment in a variety of settings. Sign Language interpreting will consist of interpreters/transliterators that are able to transmit the content and style of spoken English into several forms of visual communication, including Manually Coded English, Conceptually Accurate Signed English/Pidgin Signed English, American Sign Language, one of several tactile methods of communication used by people with both visual and hearing disabilities, oral interpretation, or cued speech, depending on the preferred communication mode of the person who is deaf or hard of hearing, the requirement also calls for interpreters/transliterators that are able to translate the content and style of Manually Coded English, Conceptually Accurate Signed English/Pidgin Signed English, American Sign Language, one of several tactile methods of communication used by persons with both visual and hearing disabilities, oral interpretation, or cued speech into grammatically correct spoken English. The effort to be solicited provides for a base year and four (4) one option year. This is to request a proposal and negotiate on a full and open competitive basis, in order to award a single contract on a best value basis by utilizing the Level of Confidence Assessment Rating (LOCAR) source selection approach.. The applicable NAICS code is 541930 and the SIC is 7389. The contemplated award will be a Time and Materials (T&M) contract. This procurement is unrestricted. All sources may submit a proposal, which shall be considered. THIS IS A REQUEST FOR COMPETITIVE PROPOSALS. All proposals regarding this solicitation must be received by 2:00 PM, EST 06 October 2006 to Sabana Moore, Contract Specialist 2.5.1.3, Bldg. 441, NAWCAD, 21983 Bundy Road, Unit 7, Patuxent River, MD 20670-1127.
