Description

The FISC Norfolk Contracting Department Philadelphia Office announces a requirement for AC Engine Dynamometer and Controller for automotive and light truck engine laboratory testing. Request For Quote N00140-06-Q-3493 contemplates a firm fixed price type contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is also being processed under the SAP Test Program Procedures for Commercial Items in FAR Part 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17. This is a small business set-aside competitive procurement. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The NAICS Code is 334519 and the size standard is 500 employees. The FISC Norfolk Contracting Department Philadelphia Office requests responses from qualified sources capable of providing the following: an AC Engine Dynamometer and Controller for automotive and light truck engine laboratory testing. The dynamometer-controller combination must be able to motor and absorb at least 375 hp in the speed range of 2500 to 5000 rpm, as well as absorb at least 750 ft-lb of torque up to 1500 rpm. The precision of speed control should be at least +/-1 rpm. The dynamometer must be able to change speeds (no load) by at least 2000 rpm/sec. The quote should include associated dynamometer-controller calibration equipment, the dynamometer mounting base as well as start-up/commissioning costs. The place of delivery and performance will be on the United States Naval Academy, Annapolis, MD. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, is applicable with low price technically acceptable, see paragraph (a) of that provision. Offerors should provide enough technical information for a determination to be made that the supply meets the Government?s technical requirements. Offerors are advised to include a completed copy of the provisions at 52.212-3 and 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clauses at 52.212-5 and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition, with the following clauses checked as applicable: 52.222-26 Equal Opportunity, 52.222-35, Affirmative Action for Disabled Veterans and Veterans or Vietnam era, and 52.222-36, Affirmative Action for Workers with Disabilities.
