Description
NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number PR-CI-06-00504 is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This procurement is made on the basis of full and open competition and will be awarded lowest price technically acceptable. The NAICs code is 334516, the size standard for which is 500 employees. The successful contractor shall provide and install one gas chromatograph (GC) with electronic pneumatics control (EPC) in accordance with the following specifications: Specifications: The vendor shall supply one gas chromatograph (GC) with electronic pneumatics control (EPC) that meets the following minimum performance specifications and requirements in regards to the instrument, software, GC columns and support: Instrument: Packed inlet with EPC and septum purge; Capillary S/S1 inlet with EPC; Flame Ionization Detector (FID) with EPC, for packed and capillary columns; Thermal Conductivity Detector (TCD) with EPC; Three channels of auxiliary EPC; Cyrogenic oven cooling with liquid nitrogen (N2); Gas sampling valve loop, 0.5cc; 6-Port Valve-Gas Sampling Valve; 6-Port Valve-Column Isolation; Two automated valves; Interface a GSV or LSV to S/S1 inlet; Substitute Hastalloy-C valve; Microfluids Dean Switch; Power Supply 115V/50-60 Hz. Software: Single instrument data analysis package similar to Agilent ChemStation software that includes the following: Software; Pentium III computer running Windows 2000; 128 MB RAM; CD-ROM; Printer; 17" LCD monitor. GC columns: 1)Porous Layer Open Tubular (PLOT) capillary column similar to Agilent Technologies GA-GASPRO 60m, 0.32mm column. With high-resolution capillary gas chromatography for analyzing Landfill Gas Samples. The column should be able to analyze for methane, hydrogen sulfide, nitrogen, oxygen, carbon dioxide, carbon monoxide, and various volatile sulfur compounds 2)Column for separation of gases including Freons and sulfides. Capable of separating ethane, ethylene, and ethyne (acetylene). Similar to Agilent GS-Q 30m, 0.32mm column. 3) Molecular sieve PLOT column (0.32mm ID) for oxygen resolution without expensive cryogenic cooling similar to Agilent thick-film HP-PLOT MoleSieve/5A columns. Able to resolve permanent gases O2, N2, CO, and CH4 in less than 5 minutes while minimizing baseline spiking and damage to multiport valves. Support: Instrument installation and PC connection; Familiarization at installation time; 1 year of software upgrade with telephone assistance; 1 year of PC repair and recovery service; Two days of onsite chemical analysis application consulting including travel cost; One Year on-site service agreement with option to extend 1 additional year. All Items shall be delivered to the U.S. EPA Andrew W. Breidenbach Research Center at 26 W. Martin Luther King Drive, Cincinnati, OH 45268 no later than 90 days after contract award. F.O.B. point shall be destination. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
