- In accordance with OMB Circular A-76 dated May 29, 2003, this notification represents the formal public announcement of the GSA, Public Buildings Service, Central Office, Washington, DC Administrative Support Function streamlined competition performance decision. All SLCF certifications were completed on August 30, 2006. A solicitation will not be issued and an MEO Letter of Obligation will be signed, since cost of contract performance was determined to be greater than the cost of in-house performance.
