- This procurement is for the design and fabrication of the 9-Channel Power Control System. NASA/MSFC intends to purchase the items from Research, Incorporated on a Sole Source basis. This is a replacement PCS to a system that has been used in the testing of critical flight hardware for 14 years. Familiarity with this unit is essential to the safety of testing one-of-a-kind flight hardware. The Environmental Test Facility (ETF) currently maintains a significant supply of spare parts and equipment for the Research, Inc. power system and Research Inc. has manufactured 14 PCS's currently in use on ETF test facilities that are critical to successfully testing flight hardware. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 22, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
