Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. Vendors have five (5) days to respond to this posting. The United States Special Operations Command (USSOCOM) intends to issue a firm-fixed-price contract, H92222-06-C-0030 utilizing Federal Acquisition Regulation (FAR) part 12 procedures to Transparent Language, Inc., 12 Murphy Drive, Nashua, NH 03062 on a sole source basis. The base contract period will be 12 months with four priced options. The anticipated period of performance for this effort is 18 September 2006 to 17 September 2011. This award is based on 10 U.S.C. 2304(c)(1), whereby the supplies and services required are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. Unless otherwise stated herein, no additional written information is available, and no formal requests for proposal (RFP) or other solicitation regarding this announcement is currently available. Requests for the same will be disregarded. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. GENERAL INFORMATION: USSOCOM continues to have a need for enhanced language capability in its lead role in the Global War on Terror (GWOT). This capability requires training software with authentic language as well as culture content in any language. Specifically, USSOCOM requires training software offering military terms and phrases in task based scenarios. This training software must be compatible with existing USSOCOM foreign language software, in particular, the RapidRote upgrade previously procured under H92239-05-P-0057. It is essential that that existing USSOCOM functionality not be lost by procuring software that is incapable of importing and using existing USSOCOM foreign language content derived from the RapidRote component of CL-150. As the sole designer, developer, manufacturer, and supplier of the CL-150 Technology Matrix for Critical Languages products, technologies and component technologies, including Talker, Rapid Rote, Language Pro and Alphabet Exploder, Transparent Language, Inc is the only source available to meet the Government requirement. Transparent Language, Inc. possesses unique and proprietary software and data required to perform the aforementioned requirements.
